Minnesota Department of Employment and Economic Development seeks a Lead Learning Consultant to plan and implement comprehensive workforce development learning for the Paid Leave Program. The role provides independent consultation to teams and management, advising on complex needs and shaping program-wide learning curriculum.

Paid Leave is a new program that launched January 1, 2026. The program provides partial wage replacement to Minnesota workers that are out of work due to a qualifying condition such as a serious health condition that prevents you from working, or when you need time to care for a family member or a new child.
We have built a program that is easy for every Minnesotan to use. We are engaging the people who depend on us: workers, employers, caregivers, and insurers, to learn from them and continue to improve the program around what they need. We are using modern delivery service and product practices to deliver the program.
The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working. Our aim is to deliver a service that delights Minnesotans.
The Lead Learning Consultant leads the planning and implementation of comprehensive workforce development learning for the Paid Leave Program. The Lead Learning Consultant provides independent learning consultation and operational support to team members and management, advising on highly complex learning needs and making decisions that shape program wide learning curriculum. The Lead Learning Consultant may be assigned to larger or specialized learning curriculums designed for all employees or specific programs and may facilitate technical, supervisory or management learning.
This position will be based of of the St. Paul office.
This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Three (3) years* of experience designing and delivering learning solutions.
*Bachelor's degree in Human Resources, Public or Business Administration, Education, or other closely related field as determined by the agency may substitute one (1) year of experience.
