Job summary

Housing Authority of Baltimore City is seeking a Manager, Inspections to lead the inspection program for the Housing Choice Voucher program. The role focuses on supervising inspectors, planning inspections, and ensuring HQS/NSPIRE compliance with state and federal guidelines.

Ideal candidates will have a bachelor’s degree and at least five years in housing inspections, with supervisory experience and HQS certification within 12 months of hire.

Qualifications

• Bachelor’s degree in business, social service, or related field(s).
• Must have a minimum of 5 years of experience in assisted housing inspections, construction, code enforcement, or related field, and 1-year supervisory experience.
• HQ S/NSPIRE certification must be obtained within 12 months of hire.

Responsibilities

• Supervises inspection staff, assigns workloads, monitors daily schedules and routes, and ensures inspections are completed within required timeframes.
• Trains, mentors, evaluates, and supports inspection staff development.
• Monitors regulatory changes and reports updates; devises a plan to implement changes to inspection practices, policies, and procedures.
• Reviews inspection results for accuracy, consistency, and compliance.
• Maintains accurate, complete, and auditable inspection records with supporting documentation where applicable in electronic databases.
• Prepares and monitors reports related to inspection outcomes, SEMAP requirements, compliance trends, and program performance.
