Location: College Park, MD

Start Date: ASAP candidates expected on site within 2 weeks

Duration: Approximately 10 weeks

COMPENSATION & LOGISTICS

Pay Rate: $80.00/hr straight time | $120.00/hr OT (anything in excess of 40 per week)

Per Diem: No fixed per diem; expenses while on site reimbursed according to receipts.

Mobilization: Flight and rental car provided for mobilization and demobilization.

Home Leave: Home leave is not provided, any travel home taken during the project would be at your own expense.

Estimated Hours: Typical startup schedule. Schedule is client-directed and will fluctuate week to week.

Project Overview

The project integrates a small Solar gas turbine, heat recovery steam generators (HRSGs), a steam turbine, and auxiliary boilers to deliver reliable on campus power generation and thermal energy recovery.

The Lead I&C Commissioning Supervisor is responsible for the field execution of all instrumentation commissioning activities from device-level calibration and loop verification through integrated functional testing and final system turnover. The project is working to recover schedule on the instrumentation scope coming out of construction, so this role must be equally strong on the construction completion side (terminations, loop folder buildout, installation verification, punch recovery) and the startup side. Just as important, this individual must be a hands-on leader capable of directing, mentoring, and raising the performance of a developing I&C crew. The role bridges the gap between the physical instrument installation and the live control system, requiring equal fluency in field instrumentation and plant controls environments.

Key Responsibilities

• Lead field commissioning of all instrumentation installed on the gas turbine, HRSGs, steam turbine, and auxiliary boiler systems pressure, temperature, flow, level, analytical, and position devices
• Direct and oversee instrument calibration, loop checks, and continuity verification from field device to DCS termination
• Review installation against P&IDs, data sheets, and hook up drawings identify and drive resolution of discrepancies
• Coordinate with vendors and OEM representatives for specialized instrument startup requirements
• Maintain calibration records, loop check packages, and punch lists in accordance with commissioning documentation standards

Controls Interface & Functional Testing

• Coordinate with the DCS/controls team to support interlock and permissive functional testing, ensuring field instrument signals are verified end-to-end
• Participate in functional testing, including proof-testing of safety instrumented function in coordination with the safety system engineer
• Support integrated systems testing verify instrument performance under actual process conditions during cold and hot commissioning phases
• Troubleshoot and resolve field I/O issues, grounding problems, signal noise, and calibration drift identified during startup

Required Experience & Qualifications

• 10 – 15 + years of I&C commissioning experience on combined cycle or CHP projects, spanning both construction completion and startup
• Prior lead I&C commissioning experience, with a demonstrated track record of leading and developing field crews
• Preferred: Prior experience on university or institutional CHP/district energy systems
