Job summary

RurAL CAP in Soldotna, AK seeks a Homeownership Program Manager to oversee the administration and operation of assigned program(s), ensuring compliance with applicable regulations, directives and grant agreements.

The role includes directing program staff, managing budgets, coordinating with local government, real estate partners, AHFC and USDA, and counseling clients toward homeownership while maintaining strong financial controls. Travel to rural Alaskan communities may be required.

Qualifications

  • BA/BS in management, finance or a comparable discipline is required.
  • Licensure through NMLS or ability to obtain within 180 days of employment is required.
  • HUD certified housing counselor licensure or ability to obtain within 180 days of employment.

Responsibilities

  • Supervises program staff and ensures budget compliance.
  • Develops program proposals, amendments and budget revisions.
  • Manages self-help homeownership program including marketing, homebuyer groups and grant reporting.
  • Counsels participants on goal-setting and credit repair; refers to credit counseling when needed.
  • Screens applicants for eligibility and prepares loan packages for submittal to lenders.
  • Maintains partnerships with community and tribal organizations for financial literacy and homeownership.
