Job summary

Cadmus seeks candidates to design, execute, and evaluate homeland security exercises for public and private sector clients. You will lead planning, develop objectives, scenarios, and documentation, and coordinate inputs from clients, SMEs, and staff.

The role involves conducting research on cybersecurity, emergency management, and policy, mentoring teams, and traveling domestically as needed. Domestic travel and a US citizenship with eligibility for clearance are required.

Qualifications

• Bachelor’s degree in emergency management, homeland security, national security, public policy, political science, cybersecurity, or related field.
• 8+ years of professional experience in exercise planning, emergency management, homeland security, cybersecurity, or related area.
• Experience leading the design and delivery of HSEEP exercises.
• Experience producing HSEEP documentation and after-action products.
• Experience leading teams, assigning work, reviewing deliverables, and mentoring staff.
• Strong client-engagement, facilitation, research, analytical, writing, briefing, and presentation skills.
• Ability to manage multiple workstreams, deadlines, stakeholders, and deliverables.
• Strong attention to detail and quality control of client deliverables.
• Proficiency with Microsoft Word and PowerPoint; working knowledge of Excel/Outlook/Teams.

Responsibilities

• Lead the planning, design, conduct, and evaluation of HSEEP-compliant exercises for CISA.
• Develop exercise objectives, scenarios, planning schedules, stakeholder engagement approaches, evaluation methods, and exercise documentation.
• Lead planning meetings and coordinate inputs from clients and subject-matter experts.
• Develop and review exercise documentation including Situation Manuals, Master Scenario Events Lists, facilitator guides, and After-Action Reports.
• Support tabletop exercises, workshops, and other discussion-based activities with government and private-sector stakeholders.
• Direct assigned exercise teams, delegate tasks, monitor progress, and mentor staff.
• Conduct research and analysis on cybersecurity, critical infrastructure, emergency management, and homeland security policy.
• Analyze observations and feedback to develop findings, recommendations, and improvement priorities.
• Brief clients and senior stakeholders on design decisions, project status, and next steps.
• Identify risks, resolve planning challenges, and ensure quality and schedule alignment.
• Ensure deliverables are accurate, consistent, and compliant with templates and standards.
