Job summary

Cadmus seeks candidates to support upcoming homeland security exercises for public and private sector clients, partners, and stakeholders. You will help design, execute, and evaluate exercises covering terrorism, cybersecurity, and natural disasters.

Roles may also support policy assessment, policy research, professional writing, and strategic planning in homeland security or public policy fields. Some domestic travel is likely required for this position, and offers are contingent upon award.

Qualifications

  • Bachelor’s degree in emergency management, homeland security, national security, public policy, political science, cybersecurity, or a related field.
  • 5+ years of professional experience in exercise planning, emergency management, homeland security, cybersecurity, critical infrastructure, or related field.
  • Working knowledge of HSEEP principles, processes, terminology, and documentation.
  • Experience coordinating with multidisciplinary teams and government or private-sector stakeholders.
  • Strong research, analytical, writing, and presentation skills.
  • Ability to independently manage assignments and produce client-ready deliverables.
  • Strong attention to detail and quality-control.
  • US citizenship with ability to earn a favorable Public Trust clearance and/or DHS Suitability.

Responsibilities

  • Independently support planning, design, conduct, and evaluation of HSEEP exercises.
  • Lead assigned exercise planning workstreams and coordinate with staff, clients, SMEs, and participating organizations.
  • Support development of exercise objectives, scenarios, planning materials, manuals, guides, evaluation materials, and After-Action Reports.
  • Assist planning meetings and discussion-based exercises with government and private-sector stakeholders.
  • Conduct research and analyze homeland security, cybersecurity, emergency management, and critical infrastructure risks.
  • Translate technical or policy information into clear exercise materials and briefings.
  • Coordinate exercise logistics, communications, document reviews, and action tracking.
  • Analyze evaluator observations to identify findings and improvements.
  • Review products for accuracy and compliance with project requirements.
  • Manage tasks to schedules and communicate risks to leadership.
