Job summary

Cadmus seeks candidates to lead the design, execution, and evaluation of homeland security exercises for public and private sector clients, covering terrorism, cybersecurity, and natural disasters. Domestic travel is likely.

Qualifications

• Bachelor’s degree in emergency management, homeland security, national security, public policy, political science, cybersecurity, or related field.
• At least eight years of relevant professional experience in exercise planning, emergency management, or homeland security; preference for homeland security/exercises.
• Experience leading design and delivery of HSEEP exercises.
• Experience producing HSEEP documentation and after-action products.
• Experience leading teams and mentoring staff.
• Strong client-engagement, facilitation, research, analytical, writing, briefing, and presentation skills.

Responsibilities

• Lead planning, design, conduct, and evaluation of HSEEP-compliant exercises.
• Develop exercise objectives, scenarios, schedules, stakeholder engagement approaches, evaluation methods, and documentation.
• Coordinate inputs from clients, SMEs, participating organizations, and project staff.
• Lead development and quality review of exercise documentation (Sims, Plans, LSEs, facilitator guides, evaluator materials, injects, AARs, IPs).
• Support tabletop exercises, workshops, and other activities with government and private-sector stakeholders.
• Direct assigned exercise teams, delegate tasks, and mentor junior staff.
• Conduct research involving cybersecurity, critical infrastructure, emergency management, and policy.
• Analyze observations and feedback to produce findings, recommendations, and improvement priorities.
• Brief clients and senior stakeholders on design decisions, status, outcomes, and next steps.
• Identify risks and ensure quality, schedule, and alignment with client requirements.
• Ensure deliverables comply with templates and style standards.
