Job summary

Cadmus seeks candidates to support homeland security exercise programs for public and private sector clients. You will lead the design, execution, and evaluation of exercises across hazards such as terrorism, cybersecurity, and natural disasters. Some domestic travel is likely.

This proposal-effort role relates to policy analysis, research, and strategic planning in homeland security, with opportunities to mentor staff and collaborate with experts globally.

Qualifications

• Bachelor’s degree in emergency management, homeland security, national security or related field.
• 8+ years of professional experience in exercise planning, emergency management, or related fields.
• Experience leading design and delivery of HSEEP exercises.
• Experience producing HSEEP documentation and after-action products.
• Proven ability to lead teams, delegate work, and mentor staff.
• Strong client-engagement, facilitation, research, analytical, writing, briefing and presentation skills.
• Ability to travel domestically.
• U.S. Citizen eligible for favorable clearance.

Responsibilities

• Lead the planning, design, conduct, and evaluation of HSEEP-compliant exercises.
• Develop exercise objectives, scenarios, schedules, stakeholder engagement, evaluation methods, and documentation.
• Lead planning meetings and coordinate inputs from clients, SMEs, organizations, and staff.
• Oversee development and QC of exercise documents (Sims, Plans, MSELs, guides, briefs, materials).
• Support tabletop exercises, workshops, and discussion-based activities with government and private sector stakeholders.
• Direct assigned exercise teams, delegate tasks, monitor progress, and mentor staff.
• Conduct research and analysis on cybersecurity, critical infrastructure, emergency management and policy.
• Brief clients on design decisions, status, outcomes, and next steps.
• Identify risks and ensure deliverables meet client requirements and quality standards.
