Cadmus seeks candidates to support upcoming homeland security exercises for public and private sectors. You will design, conduct, and evaluate HSEEP-compliant exercises covering terrorism, cybersecurity, and natural hazards, with some policy analysis and strategic planning support.

Qualifications

• Bachelor’s degree in emergency management, homeland security, national security, public policy, political science, cybersecurity, or a related field.
• Eight or more years of professional experience in exercise planning, emergency management, homeland security, cybersecurity, or related fields.
• Proven experience leading HSEEP exercise design and delivery.
• Experience producing HSEEP documentation and after-action products.
• Strong client engagement, facilitation, research, analytical, writing, briefing, and presentation skills.

Responsibilities

• Lead the planning, design, conduct, and evaluation of HSEEP-compliant exercises for CISA.
• Develop exercise objectives, scenarios, planning schedules, and evaluation methods.
• Lead planning meetings and coordinate inputs from clients, SMEs, and staff.
• Lead development and quality review of exercise documentation and materials.
• Support tabletop exercises, workshops, and other discussion-based activities with stakeholders.
• Direct exercise teams, mentor staff, and monitor progress.
• Conduct cybersecurity, infrastructure, emergency management, and policy research and analysis.
• Brief clients on design decisions, status, outcomes, and next steps.
• Identify risks and ensure deliverables meet templates and style standards.
