Job summary

City of League City is seeking a Floodplain Administrator to lead NFIP compliance, CRS program management, and MS4 permit obligations. The role involves reviewing floodplain development, elevation and LOMC certificates, and performing substantial damage assessments.

You will assist the Drainage Engineer with hydrology/hydraulic analyses and coordinate with FEMA/TWDB, regional partners, and the public. Strong communications and leadership are essential.

Qualifications

  • Bachelor's Degree in Civil, Environmental, Water Resources Engineering or related field.
  • Minimum 3 years of drainage, floodplain, or stormwater experience.
  • Engineer-in-Training (EIT) certification.
  • Certified Floodplain Manager (CFM) or ability to obtain within 12 months of hire.
  • Experience with civil engineering and hydrologic/hydraulic modeling (HEC-RAS, HEC-HMS).
  • Proficient in GIS.
  • Familiarity with City drainage design criteria and TxDOT Hydraulic Design Manual.
  • Valid Texas Driver's License.
  • Strong public speaking, oral and written communication skills.

Responsibilities

  • Serve as the City's designated Floodplain Administrator under NFIP and manage the City's Flood Ordinance.
  • Review floodplain permits, elevation certificates, and LOMCs; determine substantial improvement/damage.
  • Assist Drainage Engineer with drainage plan review and hydrology/hydraulic analysis.
  • Provide technical assistance on FEMA flood maps and regional drainage matters.
  • Administer the CRS program, including annual recertification and outreach.
  • Ensure compliance with the MS4 permit and lead stormwater control measures.
  • Present to boards and community groups on floodplain and drainage topics.
  • Support grant and hazard mitigation efforts; coordinate with FEMA and TWDB.
  • Respond during emergencies to assist citizens and city employees.
