Serve as the City's designated Floodplain Administrator under the National Flood Insurance Program (NFIP) and the City's Flood Damage Prevention Ordinance. Administer the City's Community Rating System (CRS) program and own compliance with the City's TCEQ Phase II MS4 stormwater permit. Review floodplain development permits, elevation certificates, and Letter of Map Change submittals, and make substantial improvement and substantial damage determinations. Assist the City Drainage Engineer with drainage plan review, hydrology/hydraulic analysis, and capital drainage projects. Assist citizens, developers, and real estate professionals with questions concerning FEMA flood maps and drainage issues in the City. Provide technical assistance to regional drainage partners and watershed groups.

- Serve as the City's designated Floodplain Administrator and administer the Flood Ordinance (Chapter 50 of the City’s Code of Ordinances), including interpretation, enforcement, and variance requests.
- Review permit applications to determine whether proposed building sites, including the placement of manufactured homes, will be reasonably safe from flooding, in accordance with federal, state, and City requirements.
- Review and maintain elevation certificates, floodproofing certificates, and No-Rise certifications.
- Make substantial improvement and substantial damage determinations, including post-event substantial damage assessments.
- Review CLOMR, LOMR, and other Letter of Map Change submittals affecting the City and coordinate City comments with FEMA.
- Maintain and hold open for public inspection all records pertaining to stormwater and floodplain.
- Administer the City's Community Rating System (CRS) program, including annual recertification, cycle verification visits, and documentation of credited activities.
- Lead CRS-credited public outreach, including the Program for Public Information, repetitive loss area outreach, and flood insurance promotion.
- Own compliance with the City's TCEQ MS4 permit, including the Stormwater Management Program, annual reports, and permit renewals.
- Direct implementation of MS4 minimum control measures, including illicit discharge detection and elimination, construction and post-construction stormwater controls, and public education.
- Assist the City Drainage Engineer with drainage and civil engineering projects.
- Perform and review civil engineering and hydrology/hydraulic analysis for the design and construction of drainage and flood control projects, including storm sewers, culverts, roadside ditches, and detention facilities.
- Provide direction and drainage experience to staff and the local community on civil engineering and drainage issues.
- Support grant and hazard mitigation efforts, including FEMA Hazard Mitigation Assistance and CDBG-DR/MIT applications and technical documentation.
- Serve as the City's point of contact with FEMA Region 6 and the Texas Water Development Board on floodplain management matters, including Community Assistance Visits.
- Provide technical assistance on regional drainage issues and coordinate with Galveston County, Harris County, drainage districts, and watershed partners.
- Periodic Presentations to boards and community groups on floodplain, stormwater, and drainage topics.
- Must be able to provide services for the benefit of the general public during emergency situations that threaten the safety of League City's citizens, and City employees must be able to work immediately before, during, or immediately after an emergency.
- Perform other duties as assigned.
SUPERVISORY/BUDGET RESPONSIBILITES:
Supervise assigned floodplain and stormwater program staff, and direct the work of Engineering Technicians, Field Inspectors, and EITs on assigned drainage tasks. Responsible for preparing budget requests for the floodplain management, CRS, and MS4 programs.
- Bachelor's Degree in Civil, Environmental, Water Resources Engineering, or related engineering discipline.
- A minimum of 3 years of drainage, floodplain, or stormwater experience.
- Engineer-in-Training (EIT) certification.
- Certified Floodplain Manager (CFM), or ability to obtain within 12 months of hire.
- Demonstrated work experience with civil engineering and hydrologic/hydraulic modeling (HEC-RAS, HEC-HMS).
- Proficient in GIS.
- Familiarity with City drainage design criteria and the TxDOT Hydraulic Design Manual.
- Valid Texas Driver's License.
- Skills in public speaking, oral, and written communication, and providing effective guidance and direction.
Preferred Qualifications:
- Preferred: Licensed Texas Professional Engineer (P.E.) with 5 years of drainage experience.
- Preferred: working knowledge of CAD sufficient to review engineering plans and verify consultant and developer submittals; CAD design experience is not required.
Any combination of education, training, and experience, which provide the requisite knowledge, skills and abilities needed for this position, may be substituted or evaluated at the discretion of the City.
Required Knowledge and Skills:
- Knowledge of NFIP regulations (44 CFR Parts 59 and 60), FEMA flood mapping and Letter of Map Change procedures, and the CRS program.
- Knowledge of TCEQ MS4 permit requirements and stormwater management programs.
- Knowledge of engineering and construction methods applicable to Public Works infrastructure.
- Knowledge of local, state, and federal codes, ordinances, and regulations.
- Knowledge of Stormwater and Floodplain Management.
- Ability to manage competing priorities across departments.
- Ability to deal effectively with associates, contractors, developers, elected officials, and the general public.
