Qualifications

• 8–10+ years estimating and managing underground utility projects.
• Proven wins on competitive bids and self-perform delivery.
• Strong knowledge of trenching, duct banks, manholes, and gas ties-ins.
• Familiar with utility standards and regulations (CA/US).
• Solid financial acumen: EV, forecast, cost control, change management.
• Excellent client-facing communication and negotiation skills.
• Proficient with estimating tools and standard software packages.

Responsibilities

• Lead takeoffs, pricing, and unit costs for UG electric and gas scopes.
• Build detailed estimates from historical data and productivity assumptions.
• Develop bid strategy, schedules, logistics, and risk registers.
• Solicit and level subcontractor quotes; negotiate pricing/terms.
• Prepare proposals, clarifications, and value engineering options.
• Conduct site walks, USA 811 coordination, and constructability reviews.
• Lead kickoff and execution planning; finalize WBS, budget, and schedule.
• Manage submittals, RFIs, permits, traffic control, and enviro compliance.
• Oversee field coordination; track costs, productivity, and cash flow.
• Lead change management, CEAs/COs, and client negotiations.
