Qualifications

• 5-14 years of leadership in Project Controls (Cost/Estimating).
• Strong leadership and communication; understands field operations and PM.
• Ability to analyze incurred cost and develop competitive bids.
• Highly skilled in Excel and estimating tools; experience with risk assessment.
• Four years university-level education in a technical/engineering field preferred.
• Ability to work independently under pressure with minimal supervision.
• Excellent analytical and technical capabilities.
• Interacts with Project Management and other departments.

Responsibilities

• Lead a team of estimators to ensure timely and accurate client deliverables.
• Prioritize tasks and provide coaching and annual performance assessments.
• Support development of automated estimating systems.
• Prepare and review final pursuit proposals for Senior Leadership reviews.
• Develop hard bid estimates for industrial contracts end-to-end.
• Coordinate with Procurement to obtain vendor quotes for detailed cost proposals.
• Prepare detailed cost element breakdowns for RFPs and operations.
• Accumulate and document historical cost data for pricing factors.
• Review contract documents to determine scope and equitable cost allowances.
