Job summary

Virginia Department of General Services seeks a Lead Construction Project Manager to supervise a team of PMs and direct planning, budgeting, design and construction of capital projects in Richmond. The role ensures compliance with DGS policies and procurement procedures and coordinates with AHJ for permits.

Qualified candidates hold a Virginia Professional Engineer or Architect license, have extensive construction management experience, and are adept at budget control, scheduling, and reporting.

Qualifications

• Extensive experience in construction management and administration.
• Full-cycle project management for capital projects including budgeting and reporting.
• Ability to draft clear reports and communicate with stakeholders at all levels.
• Experience reviewing plans and codes for compliance with policies and regulations.

Responsibilities

• Provide oversight and leadership for Project Managers on capital outlay and special construction projects.
• Ensure projects are planned, designed, constructed, and managed per agency policies and manuals.
• Develop scope of services and obtain professional services as needed.
• Manage permit submissions and licensing coordination with AHJ.
• Address conflicting program requirements, design reviews, and budget concerns.
• Lead design/construction reviews, phasing, and logistics planning.
• Prepare budgets and track expenses to stay within limits.
• Develop schedules for planning, design, and construction.
