Job summary

The Department of General Services (DGS) in Richmond, VA, seeks a Capital Outlay Program Manager to coordinate the Commonwealth's capital program. You will guide agencies on budgets, procurement, and contract methodologies while managing the statewide construction program.

Role requires advanced knowledge of construction project management, cost estimating, and reporting. A hybrid telework schedule is available after 6 months, with strong benefits and professional development opportunities.

Qualifications

• Significant experience in construction management and administration.
• Experience in project budget controls and reporting.
• Knowledge of multiple construction contracting methodologies (DBB, CM at Risk, Design-Build).
• Experience drafting and reviewing construction contract language.
• Experience preparing and analyzing detailed construction cost estimates.
• Experience with building code analysis and site/utilities layout.

Responsibilities

• Set policies/guidance on budgets, procurement, contracting for diverse projects.
• Review procurement documents and contract language for compliance.
• Assess project delivery methodologies for suitability to project characteristics.
• Coordinate Capital Outlay forms from inception to completion; QA and data accuracy.
• Ensure proposed budgets are reasonable and aligned with regional/state trends.
• Interpret and apply program requirements in design.
• Prepare reports supporting the Capital Outlay Program.
• Track/forecast/report on capital funding needs.
