Job summary

Liberty Personnel Services, Inc. is seeking a Civil Engineer to own the design, lead client relationships, and drive site civil and land development projects from concept through construction documents.

You'll work in Civil 3D to create grading, drainage, and utility plans, manage schedules and budgets, and mentor junior engineers while pursuing new public-sector opportunities and building the firm's book of business.

Qualifications

• Solid background in site civil and land development design.
• Proficiency in Civil 3D and ability to independently produce construction documents.
• Experience managing projects, schedules and budgets with client-facing responsibilities.
• Track record of building and maintaining client relationships.
• Experience or strong interest in business development with a seller-doer mindset.
• Public-sector project experience is a strong plus.

Responsibilities

• Lead the design of site civil and land development projects from concept through construction.
• Produce and oversee grading plans, drainage layouts, and utility designs using Civil 3D.
• Develop and review full construction document sets for site civil projects.
• Manage project schedules, budgets, and deliverables to meet client and agency expectations.
• Ensure quality and compliance with applicable standards and requirements.
• Serve as a primary contact for clients, agencies, and internal stakeholders.
• Build and maintain strong client relationships across the project portfolio.
• Mentor junior engineering staff and contribute to proposals and pursuit strategies.
• Support business development efforts with a seller-doer mindset.
• Help bring in new work, focusing on public sector opportunities.
• Collaborate with multiple offices to deliver high-quality, coordinated project outcomes.
