Collins Aerospace, an RTX company, is seeking a Principal Project Engineer Bid & Proposal Lead for onsite work in Cedar Rapids, IA. This role leads end-to-end RFP responses, coordinating cross-functional teams to deliver compliant, high-quality proposals in a classified lab environment.

You will shape bid strategies, manage SSOWs, conduct make-vs-buy analysis, and support negotiations and early program planning once awards are made. U.S. citizenship and SECRET clearance are required.

Qualifications

• Experience leading proposal development and bid efforts.
• Ability to interpret complex RFPs and manage risks.
• Familiarity with SEER, BOE development, and government reporting.
• Strong planning to meet schedule, cost, and performance goals.

Responsibilities

• Review RFPs, identify requirements, risks, and discriminators.
• Develop bid strategies and coordinate compliant proposals.
• Lead subcontractor quotes and SSOW creation with oversight.
• Coordinate reviews across engineering, program mgmt, and leadership.
• Support negotiations and customer messaging post-award.
• Assist early planning and transition from pursuit to execution.
• Track artifacts and ensure alignment with deadlines.
• Contribute to long-term road-mapping and bid process improvements.
• Travel up to 10% as needed.
