Qualifications

  • 1–3 years in program coordination or related field.
  • High school diploma or equivalent; further degree or training preferred.
  • Familiarity with harm-reduction principles is desirable.
  • Proficiency with Google Docs, Word, Excel, and PowerPoint.
  • Ability to travel to communities across Allegheny County.

Responsibilities

  • Coordinate day-to-day LEAD program implementation across municipalities.
  • Serve as primary contact for program partners and coordinate their work.
  • Provide administrative support for meetings, agendas, minutes, and follow-ups.
  • Collect, organize, and report program data; surface issues to leadership.
  • Support program expansion activities and outreach as directed by the Director.

POSITION: LEAD Coordinator

LOCATION: Hybrid, Allegheny County, PA

TYPE: Salaried, Non-exempt, Full time (some nights and weekends required)

REPORTS TO: Director of Public Safety & Wellbeing

FUNDING: Allegheny County Department of Human Services

About the Organization

The Congress of Neighboring Communities (CONNECT) engages Pittsburgh and 44 neighboring municipalities, together with Allegheny County, on shared public safety and public health priorities — including its Law Enforcement Assisted Diversion (LEAD) program, a pre-arrest diversion alternative that connects residents with mental health or substance use needs to harm-reduction-based case management rather than arrest.

About the Role

CONNECT seeks a LEAD Coordinator to carry out the day-to-day implementation of its LEAD program across Allegheny County municipalities, keeping the program on schedule and in compliance with its objectives. Working under the direction of the Director of Public Safety & Wellbeing, the Coordinator keeps implementation on track, coordinates the work of program partners, and provides the logistical and data support that keep LEAD running. Program strategy, expansion, senior-official relationships, and policy are led by the Director.

Responsibilities of the LEAD Coordinator include:

  • Coordinate the day-to-day implementation of LEAD across participating Allegheny County municipalities, keeping activities on schedule and ensuring compliance with the program's stated objectives.
  • Serve as the day-to-day point of contact for program partners — case managers, local law enforcement liaisons, and service providers — and coordinate their work within the program.
  • Provide logistical and administrative support for the county-wide LEAD Policy Coordinating Group (PCG): schedule meetings, prepare agendas, keep minutes, and track follow-ups.
  • Collect and organize program data, prepare routine reports, and surface issues to the Director of Public Safety & Wellbeing.
  • Provide coordination and logistical support for LEAD expansion activities directed by the Director (scheduling, materials, follow-up); expansion strategy and municipal outreach are led by the Director.
  • Coordinate with other CONNECT departments and programs as needed.

Required Qualifications

  • 1–3 years in program coordination, community-based work, harm reduction, human services, or a related field.
  • Strong organizational and coordination skills; able to keep multiple tasks and partners on schedule.
  • Good verbal and written communication; comfort working with a range of partners, including people with lived experience with substance use or mental health issues.
  • Familiarity with the principles of harm reduction (or a willingness to learn).
  • Proficiency with Google Docs, Word, Excel, and PowerPoint or equivalent.
  • The ability to travel to communities across Allegheny County.
  • High school diploma, associate degree, or equivalent experience.

Desired Skills

  • Experience working with local governments in Allegheny County.
  • Bachelor's degree or equivalent experience

Salary

  • $45,000.00-$52,000.00 benefits included
