Land Development Manager

Company Description and Role Overview

Our Client is a privately owned global real estate investment, development, and management firm with an international presence and over $90 billion in investment assets under management. They are seeking a Land Development Manager to join their Mid-Atlantic regional team, with emphasis on the Northern Virginia area of Loudoun County and Prince William County. The ideal candidate has a bachelor's degree and 5+ years of direct real estate experience, specifically in residential land/lot development and construction management.

As a Land Development Manager, you will act as the Owner’s Representative, manage all activities associated with the construction of land development projects, such as master-planned communities consisting of single-family homes, townhomes, infrastructure, common areas, and amenities / amenity centers. Depending on career progression and the needs of the office over time, there may be opportunities for involvement as well in the construction of base buildings and/or interior improvements, plus miscellaneous capital projects. The core duties of a Land Development Manager for our Client, for any of the market sectors, is adhering to the project schedule, budget, lender and/or ownership (partner) requirements, and managing Assistant Construction Managers and support personnel.

Responsibilities
  • Coordinate and facilitate general land development and construction activities.
  • Assist in preparation of project budget and schedule.
  • Key role with entitlements and permitting of projects, which will include developing relationships and maintaining a close interface with jurisdictional authorities, utility companies, and related parties.
  • Create and issue requests for proposals (RFPs) to architects, engineers, consultants, and contractors.
  • Assist in drawing and specification preparation as well as review pricing and consultant/construction contracts.
  • Manage and develop Assistant Construction Managers as needed.
  • Monitor and review contractors' work as it relates to budget, schedule, and owner’s program.
  • Direct activities of architects/engineers/other consultants. Interface with jurisdictional authorities for plan reviews & approvals, construction inspections, and bond-release / project-closeout.
  • Prepare construction updates for the development group and/or ownership.
  • Prepare and monitor cost estimates, budget updates, change order reports.
  • Review working drawings.
  • On-site expected to be 80% of the time, primarily for a project or projects in the DC-Maryland-Virginia area, with emphasis on Northern Virginia - Loudoun County and Prince William County.
  • Ability to monitor field work, field progress, coordinating solutions with the parties involved. There will be extensive interface with geotechnical testing companies, surveyors, site contractors, landscapers, homebuilders, and other parties involved.
  • Administer change order procedures and contractor progress payments.
  • Maintain and monitor the progress of punch lists.
  • Manage the bond-release process with contractors, engineers, homebuilders, and jurisdictional authorities.
  • Control project documentation and historical data regarding construction.
  • Assist Owner planning, budget preparation, cost estimating, construction contracts and cost monitoring.
  • Encourage a safe working environment and reviews all required OSHA and Workers’ Compensation safety and accident reports with the General Contractor.
Qualifications
  • Five years doing land/lot development projects – whether that is with a developer, homebuilder, site contractor, general contractor, or construction related experience with two of the years being in a management role.
  • Prefer at least two years working for or with a homebuilder on a land development project in a land development role (versus not in a vertical homebuilding construction role).
  • Bachelor's degree, preferably in construction science, civil engineering, or related field.
  • Demonstrate understanding and successful application of general construction terminology and processes.
  • Read and interpret construction related manuals, research/instructional reports, safety rules, and methods and procedures in mechanical drawing and layout work.
  • Read and interpret detailed construction drawings and specifications and communicate findings with team.
  • Negotiate and interpret the intent of contract documents and mediate disputes as needed.
  • Analyze and interpret various types of data in order to draw conclusions and solve problems.
  • Interact with employees, visitors and contractors with poise and diplomacy.
  • Compose business letters, expositions, summaries, and reports, using proper format, punctuation, grammar, diction, and style.
  • Speak before an audience with confidence, using appropriate communication skills/style.
  • Demonstrate strong initiative.
  • Establish and maintain a cooperative working atmosphere among staff and contractors.
  • Exchange ideas, information, and opinions with others to formulate policies and programs and/or arrive jointly at decisions, conclusions, or solutions.
  • Perform numerical and financial calculations, including calculating surfaces, volumes, weights, and measures.
  • Demonstrate proficiency in Microsoft Office software.
Working Conditions
  • Work indoors approximately 50% of the time and outdoors 50% of the time.
  • Working on a project site (e.g., from a field office) approximately 80% of the time.
  • Use olfactory, auditory, and visual senses to inspect buildings/construction sites and detect emergency alarms.
  • Ability to climb up and down stairs, ride temporary construction hoists, access restrictive openings, and perform punch lists and emergency procedures. Ability to lift up to 25lbs.
  • Ability to transfer locations and work overtime as business needs deem appropriate.
  • Though occurrences are rare, be accessible 24 hours a day in case of an emergency.
