Job description

MAS Development is currently seeking a Land Development Manager. The ideal candidate will oversee the procurement of civil entitlements, approvals, and permits for all projects. They will also handle budgeting, scheduling, site contractors, and construction management. The Land Development Manager will also support the team in conducting due diligence on prospective projects.

Duties and Responsibilities
  • Assist with due diligence on prospective projects, including creating and reviewing preliminary budgets and schedules; examining site-related reports, development orders, and plat requirements; reviewing and commenting on engineering plans, plats, and landscape plans; coordinating with local government as needed to assess project viability; and reviewing and providing feedback on investment packages.
  • Coordinate and oversee a team of consultants during a project's construction, including engineers, land planners, surveyors, landscape architects, land use attorneys, and others.
  • Create and maintain a project schedule throughout the project and report the project status to the management team.
  • Create bid packages for various disciplines involved in site development, along with analysis, negotiation, and recommendations to justify the awarding of bids or contracts.
  • Invoice review and approval. Preparing and issuing purchase orders, change orders, and land development contracts.
  • Coordinate with utility companies and other parties as needed to keep the project on schedule.
  • Manage the platting and final approval process.
  • Maintain budget performance and report updates monthly.
  • Review overall earthwork strategies to minimize costs and avoid import/export of material.
  • Oversee the design, review, approval, permitting, bidding, and awarding processes for all project amenities.
  • Conduct or participate in on-site inspections, startups, final walkthroughs, turnovers, etc., as required for the project.
  • Make sure that all necessary property documentation is completed and properly stored in project retention folders.
  • Review and approve all invoices and pay applications related to assigned projects, and coordinate lien releases with the Office Manager.
  • Conduct site visits and meetings with vendors and city inspectors as needed.
  • Assist in creating HOAs, manage third-party property managers, attend HOA meetings, and serve on HOA boards as needed until turnover to builders.
  • Develop and maintain site improvement and homebuilding lot inventory schedules.
  • Ability to travel overnight.
Qualifications
  • Bachelor’s Degree in Engineering, Construction Management, or related field.
  • Experience working for a home builder doing residential subdivisions.
  • Prior work experience in a similar role, specifically involving project management in a supervisory position for at least 5 years.
  • Excellent project management skills, including budgeting, scheduling, and directing the team’s work efforts.
  • Strong understanding of the land development process and its related disciplines, such as planning and engineering.
  • Strong communication and negotiation skills – verbal and written.
  • Excellent organizational and time management skills with a proven ability to meet deadlines.
  • Skilled in interpreting various maps (topographical, zoning, etc.) and engineering plans.
  • Demonstrated success in the land development industry.
  • Computer literacy (MS Outlook, Word, Excel, and Project).
  • Good team worker.
