Job summary

Metra is seeking a Labor Relations Specialist 2 to serve as a subject matter expert in the assigned labor relations area, including contract interpretations and arbitration. The role involves research, strategy collaboration, and support for contract negotiations as well as grievances and disciplinary processes.

The position requires three years of labor relations experience with CBAs and admin hearings, plus strong communication and analytical skills.

Qualifications

• Bachelor's degree or equivalent four years in labor relations.
• Three years of labor relations experience including collective bargaining, contract administration, or hearings.
• Knowledge of labor relations principles and research.
• Knowledge of negotiation and arbitration concepts.
• Familiarity with contract drafting and administration.
• Familiarity with grievance and claims handling.
• Experience with online legal research resources.
• Proficiency with Microsoft 365; database skills desirable.
• Strong written and verbal communication and interpersonal skills.
• Organizational, research, and analytical abilities.
• Ability to apply laws, rules, and labor agreements.
• Ability to present information and answer questions from groups.
• Ability to build collaborative relationships inside/outside the agency.
• Ability to work independently or in teams and manage multiple projects.
• Ability to handle sensitive information with confidentiality.
• Judgment in issue analysis and decision making.
• Valid driver's license and ability to operate a vehicle.

Responsibilities

• Act as SME for the assigned area including contract interpretations and negotiation proceedings.
• Conduct research and compile benchmark information; collaborate on strategy development.
• Review work products for consistency; align department and agency goals.
• Perform disciplinary investigations and serve as hearing officer; respond to employee questions.
• Provide management support on claims; analyze data and assist with projects.
• Prepare responses on contract provisions and arbitration materials; participate in negotiations.
• Develop drafts for arbitration briefs and review relevant databases for case history.
• Interpret labor agreements to ensure proper application by managers.
