Job summary

State of Ohio is seeking a Labor Relations Officer 2 to support agency labor relations, interpret contracts, and advise leadership on personnel matters. The role emphasizes independent judgment and coordination with management and labor representatives to ensure fair processes.

The position requires handling grievances, contract interpretation, and contributing to policy implementation across departments within Northwest Ohio Behavioral Healthcare region.

Qualifications

  • 24 months experience in collective bargaining, including labor relations and handling of grievances; or equivalent.
  • Undergraduate core program in human resources management or public/business administration with HR or labor relations coursework.
  • 12 months experience as Labor Relations Officer 63471; or equivalent.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.

Responsibilities

  • Lead and coordinate labor relations activities for the assigned facility/office, ensuring issues are addressed promptly and fairly.
  • Conduct fact-finding, internal reviews, and inquiries related to workplace concerns, disciplinary matters, and contractual disputes.
  • Provide guidance to supervisors and managers on contract interpretation, workplace expectations, and approaches for resolving personnel issues.
  • Prepare and present management’s position during grievance proceedings, meetings, and other dispute-resolution processes.
  • Facilitate labor-management discussions, foster cooperative relationships, and support communication between agency leadership and employee organizations.
  • Develop and deliver training for managers and staff on labor relations topics, workplace practices, and procedural requirements.
  • Oversee processes related to workplace monitoring programs, internal compliance measures, and required reporting activities.
  • Maintain accurate records, documentation, and case files; ensure timely follow-up on all assigned matters.
  • Participate in agency-wide committees, workgroups, and operational reviews as needed.
  • Support HR operational needs and perform related duties consistent with the role’s scope.
