The Ohio Department of Behavioral Health in Toledo seeks a Labor Relations Officer 2 to support labor relations across Northwest Ohio Behavioral Healthcare. You will collaborate with leadership, supervisors, and employee representatives to interpret contracts, uphold policies, and address workplace issues with independence and sound judgment.

This exempt, hourly role focuses on grievances, labor‑management discussions, and manager training.

Qualifications

  • 24 months in collective bargaining, including labor relations and handling of grievances; OR completion of an undergraduate core program in human resources management, public or business administration that included coursework in human resources or labor relations; OR 12 months as a Labor Relations Officer 1, 63471; OR equivalent of the Minimum Class Qualifications For Employment noted above.

Responsibilities

  • Lead and coordinate labor relations activities for the assigned facility/office, ensuring issues are addressed promptly and fairly.
  • Conduct fact‑finding, internal reviews, and inquiries related to workplace concerns, disciplinary matters, and contractual disputes.
  • Provide guidance to supervisors and managers on contract interpretation, workplace expectations, and approaches for resolving personnel issues.
  • Prepare and present management’s position during grievance proceedings, meetings, and other dispute‑resolution processes.
  • Facilitate labor–management discussions, foster cooperative relationships, and support communication between agency leadership and employee organizations.
  • Develop and deliver training for managers and staff on labor relations topics, workplace practices, and procedural requirements.
  • Oversee processes related to workplace monitoring programs, internal compliance measures, and required reporting activities.
  • Maintain accurate records, documentation, and case files; ensure timely follow‑up on all assigned matters.
  • Participate in agency-wide committees, workgroups, and operational reviews as needed.
  • Support HR operational needs and perform related duties consistent with the role’s scope.
