Job summary

Multnomah County in Portland, OR is seeking an experienced Labor Relations Manager for a limited-duration assignment up to two years. You will lead bargaining, advise executives, and shape labor relations across departments and CBAs, while advancing equity and inclusion.

You will negotiate successor agreements, draft contract language, and represent the County in hearings, helping to resolve disputes and maintain compliance. Remote/hybrid work options may be available.

Qualifications

• Bachelor’s degree or equivalent work experience in labor relations or HR.
• Experience negotiating collective bargaining agreements as a first/second chair.
• Demonstrated commitment to equity, inclusion, and diversity.
• Ability to counsel leadership on workforce planning and risk mitigation.

Responsibilities

• Lead or support bargaining through all stages of successor contract negotiations.
• Draft contract language, MOUs, MOAs, and notices with clarity.
• Counsel leadership and HR on contract interpretation and disputes.
• Represent the County in unemployment hearings and labor-management forums.
• Deliver training on labor relations processes and conflict resolution.
