Gafcon PM-CM LLC is seeking a Labor Relations Project Manager to oversee the Labor Compliance Program, Project Labor Agreement, and Skilled and Trained initiatives from pre-job through closeout. The role requires reviewing payrolls, audits, and reporting to clients and agencies.

Ideal candidates have a four-year degree (business or accounting), CA Labor Code knowledge, and strong communication skills. Travel to client sites is required as needed.

Qualifications

  • Four-year degree or equivalent work experience in business or accounting.
  • Experience as Lead or Analyst in Labor Compliance (minimum 2 years).
  • Knowledge of Labor Compliance and Project Labor Agreement policies, procedures, and practices.
  • Understanding of California Labor Code for Public Works Projects.
  • Experience auditing certified payroll documents and calculating penalties.

Responsibilities

  • Review electronic and hardcopy certified payroll reports for compliance with wage and apprenticeship requirements.
  • Participate in pre-bid and job start meetings to explain LCP/PLA requirements.
  • Identify potential public works labor compliance violations through audits and reporting.
  • Draft project cost proposals and collect Letters of Assent from contractors.

We work hard, celebrate together, and strive to make a lasting, positive impact in everything we do.The OpportunityThe Labor Relations Project Manager is responsible for managing Labor Compliance Program (“LCP”), Project Labor Agreement (“PLA”) and Skilled and Trained (S&T) projects from pre job activities through completion. In addition, the Labor Relations Project Manager will complete tasks assigned to him/her by the Labor Relations Officer and Director, Labor Relations.What You Will Do – Essential ResponsibilitiesReview of electronic and hardcopy certified payroll reports for compliance with state and federal prevailing wage and apprenticeship requirements.Participate in pre-bid and job start meetings to ensure contractor understanding of LCP and PLA requirements.Identification auditing and reporting of potential public works labor compliance violations.Manage and interpret the applicable LCP Program Manual and/or Project PLADraft project cost proposalsCollect, store, and distribute Letters of Assent from each contractor performing work on PLA covered projects.Utilize certified payroll data to determine compliance with PLA manpower composition (apprentices, core employees, etc.) on applicable projects.Monitor union and contractor compliance with dispatch procedures and use of the Craft Employee Request Form.Conduct on-site project investigations including worker interviews and verification of adherence to the PLA core worker and assignment forms.Creation of written correspondence using relevant software to notify clients, contracts and subcontractors of labor compliance or PLA deficiencies and corrective action needed.Attend and participate in LCP and PLA presentations to the public, contractors, labor organizations, and awarding agencies as requested.Practice effective records management skills to manage flow of project labor compliance and PLA documents.Create and submit monthly, quarterly, and annual reports as required by the Client, PLA and/or funding source.Act as the liaison between clients and the DLSE in regard to Skilled and Trained monitoring and reporting.Secondary ResponsibilitiesComplete special projects as directed by the Director, Labor Relations.Other duties as assigned.Travel to client sites and examination of the work sites.Qualifications and RequirementsA four-year degree from a recognized accredited college, preferably in business or accounting, or equivalent work experience.Minimum 2 years’ experience as Lead or Analyst in Labor ComplianceExtensive understanding of Labor Compliance and Project Labor Agreement policies, procedures, and practicesIn depth understanding of the California Labor Code pertaining to Public Works ProjectsExperience performing audits on certified payroll documents.Experience calculating fines/penalties in regard to audits.Experience analyzing documents using critical thinking.Ability to effectively work with various government agencies and union organizations.Must possess excellent written and verbal communication skills.Must possess a strong working knowledge of computer programs such as Excel, Word, and Outlook. Familiarity with SharePoint is desired.Must be able to work independently and complete tasks with little or no supervision.Must be detail oriented.Bilingual (Spanish) skills preferred.Gafcon PM-CM LLC reserves the right to periodically redefine your roles and responsibilities based on the requirements of the organization and/or your performance.
