Job summary

Gafcon PM-CM LLC in San Diego seeks a Labor Compliance Analyst to support public works projects and build a candidate pipeline for future contracts. You will review payroll records, audits, and apprenticeship paperwork to ensure compliance with California labor rules, and maintain case files and weekly reports.

The role requires strong communication, Excel/Word/Outlook skills, and the ability to work with government agencies and unions. Bilingual Spanish preferred.

Qualifications

  • Minimum 1 year of experience as a Labor Compliance Analyst.
  • Strong understanding of Labor Compliance policies, procedures, and California Public Works.
  • Experience auditing certified payroll documents preferred.
  • Ability to interact effectively with government agencies and unions; excellent written and verbal communication skills.
  • Proficiency in Excel, Word, Outlook; SharePoint helpful.
  • Bilingual Spanish preferred.

Responsibilities

  • Review payroll records, benefit statements, and apprenticeship paperwork for compliance.
  • Audit records, calculate underpayments, fines, and penalties; route to client’s counsel as needed.
  • Investigate noncompliance; collect statements and compile case files and reports.
  • Verify contractor licensing and workers’ compensation coverage on CSLB site; flag noncompliance.
  • Prepare and submit weekly or monthly client reports as required.
  • Complete special projects as directed by the Director of Labor Relations.

We work hard, celebrate together, and strive to make a lasting, positive impact in everything we do.The OpportunityThe Labor Relations Analyst is responsible for providing overall support to publicly funded public works projects, including logging, auditing, and reporting duties.What You Will Do – Essential ResponsibilitiesReviews and verifies payroll records, benefit statements, employer training contributions, and apprenticeship paperwork to determine compliance with applicable rules and regulations.Issues requests for missing and revised documentation and corresponds with the applicable contractor’s staff to ensure compliance.Completes audits, calculates underpayments, fines, and penalties if applicable and sends to the client’s counsel for approval and submission to the appropriate government agency.Investigates complaints of noncompliance with prevailing wage payments, benefit payments, and apprenticeship violations; takes written or recorded statements to establish facts; compiles reports, records any other pertinent material to complete case file.Establishes case files reflecting all appropriate documentation.Evaluates contractor’s information on the CSLB website to ensure proper licensing and provision of workers compensation insurance coverage for employees in case of injury. Notifies appropriate contacts when contractors are not in compliance.Compiles information for any third-party requests for information.Composes letters requesting payments and follows up with third party requestor when sending information.Establishes contractor files reflecting all appropriate documentation.Creates and submits weekly or monthly reports as required by various clients.Secondary ResponsibilitiesComplete special projects as directed by the Director of Labor Relations.Other duties as assigned.Supervisory ResponsibilitiesThe person in this position has no direct reports.Qualifications and RequirementsA minimum of one (1) year experience as a Labor Compliance Analyst is preferred. Extensive understanding of Labor Compliance policies, procedures, and practices.In-depth understanding of the California Labor Code pertaining to Public Works Projects Experience performing audits on certified payroll documents preferred.Experience calculating fines/penalties in regard to audits. Experience analyzing documents using critical thinking.Ability to effectively work with various government agencies and union organizations. Must possess excellent written and verbal communication skills.Must possess a strong working knowledge of computer programs such as Excel, Word, and Outlook. SharePoint experience is very helpful.Bilingual (Spanish) skills preferred.Must be able to complete tasks with little or no supervision.
