Job summary

Horizon Strategies LLC is seeking a Knowledge Management Specialist to support the USCENTCOM J5-Plans knowledge and information management needs in Tampa, FL. This full-time professional role focuses on managing ACCM knowledge, records, and SharePoint functions within the Focal Point Program Services.

The position requires TS/SCI clearance, 4+ years at a Joint or Combined Command HQ, and experience with cross-domain transfers, information dissemination systems, and FOIA/Privacy Act compliance.

Qualifications

  • At least 4 years of experience at a Joint or Combined Command headquarters.
  • At least 5 years working in a Focal Point Control Program.
  • At least 3 years of knowledge manager experience.
  • Detailed knowledge of the ACCM program and USCENTCOM Regulation 335-2.
  • Ability to read, write, and speak English fluently.
  • Skills, knowledge, training, current certifications, and licenses necessary to perform the assigned PWS services.
  • Common Access Card eligibility and completion of required Information Assurance training and the USCENTCOM Staff Officer Orientation Course before network access.

Responsibilities

  • Provide ACCM program expertise under USCENTCOM Regulation 335-2 and maintain current personnel read-on archives.
  • Coordinate personnel read-on and read-off actions and capture required data in appropriate databases.
  • Process Information Access Authorizations with Lead Planner points of contact, FPPCO, and SSO.
  • Conduct manual cross-domain transfers under the USCENTCOM Authorized Transfer Agent program.
  • Serve as Division Primary and Directorate Alternate Knowledge and Information Management Representative and Division Records Management Officer.
  • Develop and use automated information systems for information dissemination and resource-management functions.
  • Administer, secure, develop, and manage SharePoint portals across multiple networks.
  • Coordinate FOIA requests and MDRs for designated CCJ5 files.
  • Safeguard classified and unclassified Government information, property, controlled forms, facilities, equipment, and materials.
  • Maintain Government records separately from company records and comply with applicable federal records, FOIA, Privacy Act, DoD, and USCENTCOM requirements.
  • Perform work to the PWS quality standards and correct identified product deficiencies within applicable performance thresholds.
  • Support required contract deliverables and provide products to the designated government task lead, COR, or alternate COR through approved USCENTCOM channels.

CLIN: Focal Point Program Services & Knowledge Management

Background: This contract supports U.S. Central Command's theater-level planning mission by providing experienced professionals who develop strategies, campaign plans, operational orders, assessments, and coordination products that integrate military, interagency, allied, and partner-nation activities throughout the USCENTCOM area of responsibility.

Position Summary:Manages Focal Point, ACCM, knowledge, information, records, cross-domain transfer, and SharePoint functions supporting J5-Plans.

Security, Work Location, Schedule, and Travel
  • Minimum TS/SCI clearance must be possessed and maintained unless the applicable CLIN description expressly provides an exception. Applicable positions may be subject to a counterintelligence polygraph.
  • Primary place of performance is generally USCENTCOM Headquarters, Tampa, Florida, unless supporting an authorized contingency or continuity requirement. Approved remote work may include classified or unclassified work under current USCENTCOM policy.
  • Normal operations mirror USCENTCOM military and civilian schedules. The basic workday is eight hours between 0730 and 1630, with core hours from 0900 to 1500, Monday through Friday except federal holidays or facility closures.
  • Must be prepared and eligible for CONUS and OCONUS travel and able to obtain an official passport when required.
