Job summary

Douglas County Juvenile Department seeks a Program Manager I to oversee staff and ensure the safety and security of youth in detention/residential facilities. The role requires coordinating operations, budgeting, and maintaining regulatory compliance.

Responsibilities include supervising staff, managing contracts, and coordinating with local agencies to deliver services effectively. Applicants must have a relevant degree and supervisory experience in youth detention or residential settings.

Qualifications

• Bachelor’s degree in social services, psychology, management, or a related field.
• 5 years experience working with youth in a detention or residential facility.
• Includes two years supervisory or program management experience.

Responsibilities

• Coordinate, schedule, and oversee all activities within area of assignment to ensure that work is performed efficiently and according to guidelines.
• Supervise, evaluate staff, conduct performance appraisals, and address disciplinary actions as warranted.
• Maintain fiscal records and monitor expenditures against budgeted funds.
• Recommend and implement policies, procedures, guidelines, and standards for efficient operation of the program.
• Manage ongoing needs assessments, audits, and program evaluation to ensure legal compliance.
• Coordinate program planning and service delivery with local agencies and organizations.
• Supervise administration of service contracts and payments for services.
• Stay current on legislation and advise staff of changes in procedures.
• Serve as liaison for the facility to resolve inquiries, problems, or emergencies affecting services.
• Evaluate program effectiveness and suggest improvements; develop new programs as needed.
• Develop and maintain a record-keeping system for operations.
