Douglas County Juvenile Department seeks a Program Manager I to oversee staff and ensure the safety and security of youth in detention/residential facilities. The role requires coordinating operations, budgeting, and maintaining regulatory compliance.
Responsibilities include supervising staff, managing contracts, and coordinating with local agencies to deliver services effectively. Applicants must have a relevant degree and supervisory experience in youth detention or residential settings.

The position assumes responsibility for supervision of staff, the safety and security of juveniles, and monitors the statutory requirements of the Juvenile Detention Facilities; to include detention and/or residential.
Remains current on legislation, legal requirements, and ordinances affecting assigned facility and interprets information to advise staff or administration of any applicable changes in procedures to reflect revised legal requirements.
May serve as a key liaison for the facility and direct the resolution of inquiries, problems, complaints, or emergencies affecting availability or quality of services. Responds to sensitive or complex inquiries or service complaints.
Evaluates program effectiveness and recommend improvements to services, equipment, and operational systems. Research, analyze, and assess emerging developments in assigned areas to enhance and expand existing programs and services. Develop and recommend new programs, as well as modifications to improve existing programs and service delivery.
Develops and maintains a record-keeping system that provides for the proper evaluation, control and documentation of assigned operations, may include client tracking, data tracking, and management information systems.
Complies with county and departmental policies and procedures while fostering positive and professional working relationships with staff, public officials, community partners, and members of the public. Participates in required training, maintains dependable attendance, works irregular hours as needed.
Experience in counseling or casework; training or experience in specific treatment issues; training or experience in conflict management, safety, and de‑escalation techniques.
Knowledge of: Thorough knowledge of youth detention facilities management and/or adolescent residential treatment programing by means of social services theory, intervention practices, adolescent development, law interpretation, court proceedings, case management, considerable knowledge of juvenile behavioral problems and methods of treatment such as conflict resolution, anger management, substance abuse disorder, physical/emotional/sexual abuse, through knowledge of laws, rules and regulations related to juveniles, juvenile court and juvenile residential facilities. Understand practices, principles, and techniques of public administration and the organizational structures and functions of governmental entities and agencies. Skills in: Modern supervisory and management principles and practices, data collection and analysis, research methodologies, interpretation of federal, state, and local rules, regulations, codes, and ordinances as they relate to the facility. Ability to: set work priorities and train, direct, motivate and evaluate assigned staff, apply judgment and discretion in resolving problems, communicate effectively, both orally and in writing and to make effective public presentations to technical, complex and often controversial information. To establish and maintain accurate records of assigned activities and operations.
Work is performed at a juvenile detention or shelter facility and requires participating in a work and recreational activities with the clients; must be able to apprehend and restrain hostile youth when necessary. Physical demands may require bending, climbing stairs, gripping with hands and fingers, hearing voice conversation, keyboarding, lifting/carrying up to 60 pounds, pulling, pushing, reaching, running and walking.
Applicants may be disqualified after unsuccessful completion of any phase of evaluation.
While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment.
Employment is contingent upon a pre‑employment drug screen. Presence of non‑prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform essential functions, employment offer is conditional upon satisfactory results of a post‑offer medical and hearing exam conducted at county expense.
