Job summary

Jobtailor in Arlington, VA, seeks an experienced Operations Analyst to join the disaster response and critical infrastructure program. You will establish partnerships, coordinate cross-sector operations, prepare executive briefings, and produce incident-management products for senior leaders.

Requirements include a Bachelor’s degree in Homeland Security or related field, at least two years of related experience, active Top Secret/SCI clearance, and proficiency with MS and Google Suite.

Qualifications

  • Bachelor’s degree with an emphasis in Homeland Security, Emergency Management, Public Policy, Public Administration or related field
  • An additional two years of experience may be substituted with an Associate’s degree
  • An additional four years of experience may be substituted with a high school diploma
  • Minimum of two years of related experience, including at least one year of specialized operations center experience
  • Experience researching, writing, and assembling briefing products for varied clients, including senior leaders
  • Experience preparing and presenting oral briefings for varied clients, including senior leaders
  • Experience in 24x7 operations center activities focusing on incident response involving critical infrastructure and/or FEMA Lifelines
  • Experience facilitating and coordinating communications, plans, and responses across multiple entities/offices
  • Active Top Secret/SCI Security Clearance
  • Must be able to pass a background check
  • Excellent written and verbal communication skills
  • Extremely detail-oriented and well organized
  • Proficient with Microsoft and Google Suite products, including Word, Excel, and PowerPoint
  • Ability to learn new software
  • Ability to comprehend and assess highly technical information in a time-constrained environment

Responsibilities

  • Establish and maintain partnerships with infrastructure, business owners and operators, and private sector partners
  • Participate in rapid planning and coordination during multiple activations
  • Plan and participate in disaster response exercises at all levels
  • Research, write, and assemble products for steady-state, incident-management, and special-event support
  • Prepare and present oral briefings for senior executive-level audiences
  • Coordinate cross-sector operations, including stabilization of key supply chains and community lifelines
  • Produce products and presentations according to established style guides and standards
  • Organize and maintain electronic records of reference materials and final products
  • Research and analyze data from websites and databases to identify areas impacted by events
  • Support coordinated responses to RFIs and RFAs
  • Support public and private organizations not aligned with ESFs, including the financial sector
  • Review current plans and support development of new operational documents
  • Maintain real-time communications with CISA Central for situational awareness and coordination
  • Coordinate information flow among CISA, FEMA, and related response organizations
  • Resolve Critical Infrastructure policy questions during NRCC activation
  • Coordinate with the NBEOC on policy guidance for NRCC activities
  • Attend meetings and brief senior leadership on current and upcoming operations
  • Collaborate with the ESF Leadership Group
  • Coordinate with the NRMC to provide the IOC list and Infrastructure Outlook Brief to FEMA partners
  • Partner with organizations such as the All-Hazards Consortium and National Council of ISACs
  • Leverage public and private sector contact lists
  • Support public and private organizations
  • May support watch operations as an Operations Analyst
  • Perform other duties as assigned
  • Report to the Program Manager
