Job summary

The City of Portland’s Bureau of Environmental Services (BES) seeks a Civil Engineer (Engineer-Civil) to join the Construction Management team within the Sewer, Stormwater and Restoration Division. This role manages an $80 million annual capital portfolio and administers construction contracts, coordinating with planning, procurement, and bureau leadership.

Qualifications

• Experience with heavy civil and/or underground utility construction and project management, and/or contract administration and project management.
• Ability to communicate effectively with diverse internal and external stakeholders and ability to work collectively to promote an equitable workplace environment.
• Experience in contract administration including procurement, construction documentation, change management, and tracking project schedule and budget.
• Knowledge of legal guidelines for public works engineering and experience reviewing, preparing or directing the preparation of complex plans, specifications, and legal contracts.
• Experience in planning and managing difficult engineering-related projects including performing technical research & analyzing complex engineering/mathematical problems; evaluating alternatives and adopting effective courses of action.

Responsibilities

• Oversee the execution of construction contracts from procurement through construction and warranty phase, ensuring the City and contractors fulfill their contractual obligations.
• Provide constructability reviews of municipal utility infrastructure project plans and specifications.
• Serve as a subject matter expert (SME) on sewer construction methods, construction contract administration, and risk mitigation strategies.
• Verify adequate safety measures are employed within the project area to ensure the safety of contractors, City employees, and the public.
• Oversee the work of technicians and/or oversee and coordinate the work of consultants, along with providing engineering support to other bureau teams.
