Job summary

The City of Portland Bureau of Environmental Services (BES) seeks a Civil Engineer (Engineer‑Civil) to join the SSRD Construction Management team. This role administers construction contracts, coordinates project teams, resolves issues, and ensures safeguards while delivering capital sewer and stormwater projects.

You’ll oversee contracts from procurement through construction and warranty, perform constructability reviews, serve as SME on sewer construction methods and risk mitigation, and

Qualifications

• Experience with heavy civil and underground utility construction and project management.
• Ability to communicate with diverse internal and external stakeholders to promote an equitable workplace.
• Experience in contract administration including procurement, change management, and tracking project schedule and budget.
• Knowledge of legal guidelines for public works engineering and experience reviewing, preparing or directing the preparation of complex plans, specifications, and legal contracts.
• Experience planning and managing difficult engineering-related projects including performing technical research & analyzing complex engineering/mathematical problems; evaluating alternatives and adopting effective courses of action.

Responsibilities

• Oversee the execution of construction contracts from procurement through construction and warranty phase, ensuring the City and contractors fulfill their contractual obligations.
• Provide constructability reviews of municipal utility infrastructure project plans and specifications.
• Serve as a subject matter expert (SME) on sewer construction methods, construction contract administration, and risk mitigation strategies.
• Verify adequate safety measures are employed within the project area to ensure the safety of contractors, City employees, and the public.
• Oversee the work of technicians and/ or oversee and coordinate the work of consultants, along with providing engineering support to other bureau teams.
