Job summary

DEFTEC Corporation in Denver, CO seeks a Joint Training Requirements Specialist to provide expert joint training support to National Guard Joint Forces Headquarters across all states. You will integrate the Joint Training System into state programs, develop and refine Joint Training Plans, and evaluate mission-essential tasks.

The role requires active Secret clearance, experience with JTS Phases I–IV, and ability to travel within the region.

Qualifications

  • Active Secret security clearance is required.
  • Experience with the Joint Training System (JTS) across Phases I–IV.
  • Working knowledge of DRRS, JLLIS and JELC.
  • Experience developing or supporting MTAs, JMETs, TPAs, and JTPs.
  • Ability to travel regularly within a region (up to ~15 exercises/year).

POSITION OVERVIEW

The Joint Training Requirements Specialist (JTRS) provides expert joint training support to National Guard Joint Forces Headquarters across all 54 states and territories, enhancing readiness through targeted workshops, training events, and exercise support. The specialist integrates the Joint Training System (JTS) into state and territory training programs, develops and refines Joint Training Plans (JTPs), evaluates mission-essential tasks, and documents observations to improve organizational training effectiveness. Operating within a five‑region support structure, the JTRS conducts support visits, produces required reports and briefings, assists with JELC planning, maintains readiness metrics and event calendars, and ensures compliance with all security, reporting, and certification requirements. This role serves as a critical link between NGB‑J37 priorities and state-level training execution, ensuring doctrinal alignment and consistent, high‑quality joint training support nationwide.

JOB RESPONSIBILITIES:
  • Conduct JFHQ‑State and territory support visits to deliver joint training services, including preparing and conducting workshops and developing training to improve joint training readiness.
  • Prepare and present reports, briefings, executive summaries, and findings following training events, exercises, planning conferences, and support visits.
  • Use CJCSI 3500‑series guidance to assist JFHQs‑State/territory with integrating the Joint Training System (JTS) into training, exercise, and planning processes.
  • Follow direction from NGB‑J37 regarding priorities, travel scheduling, focus areas, and equitable workload distribution across all five operational regions.
  • Serve as Observer/Controller/Trainer (OC/T) during joint training events and exercises; document Training Observations (TO) and provide them in approved media formats (Word, Excel, PowerPoint).
  • Support all COR‑approved training requests from the field and provide detailed trip reports and Executive Summaries (EXSUM) within required timelines.
  • Report lessons‑learned items identified during state exercises/events to the NG‑J37 Joint Doctrine and Joint Lessons Learned Branch.
  • Assist JFHQ‑State/territory in updating Joint Training Plans (JTPs), developing Mission Training Assessments (MTAs), Training Performance Assessments (TPAs), training objectives, JMETLs, and JELC products.
  • Conduct JTS and Joint Training Database of Record support visits to review readiness progress, identify gaps, and develop customized training plans for each state/territory.
  • Enter planning milestones, observations, and JMETL data into the Joint Training Database of Record within required timeframes.
  • Develop printed or electronic training plans for JFHQs‑State/territory that identify improvement areas, training outlines, and assessed proficiency results.
  • Maintain and update a one‑year event calendar that captures upcoming training events, support visits, and regional distribution of efforts.
  • Conduct 3-5 Joint Training workshops annually, providing instruction on JTS Phases I-IV, DRRS, JELC development, and classified/unclassified training systems.
  • Provide recommendations to NGB‑JS on J/AMETL development and assist in integrating updated J/AMETLs into state/territory training plans.
  • Support subordinate organizations (JTFs, components) to ensure their JTPs and schedules align with higher‑headquarters plans.
  • Participate in conference planning meetings (CDM, IPM, MPM, FPM) and provide trip reports within required deadlines.
  • Create and present briefings with appropriate graphics for conferences, working groups, and DOTMLPF‑P discussions.
  • Provide user support and serve as a user advocate for the Joint Training Database of Record, including account creation assistance and submission of system change requests.
  • Distribute customer survey forms at the conclusion of each in‑person support visit and submit responses to the COR as required.
  • Maintain and update a JFHQ‑State/territory contact roster monthly, tracking manning and staff changes.
  • Maintain metrics on training events, personnel trained, support visits, and accomplishments/issues, submitting updates monthly with the required reports.
  • Ensure compliance with all required security, training, certification, and reporting requirements, including OPSEC, AT Level I, iWATCH, Cyber Awareness, CIAR, CUI, and IA/IT certifications.
  • Protect government property, safeguard personally identifiable information (PII), and comply with all installation access and security protocols.
  • Travel to states/territories as approved by the COR and adhere to all Joint Travel Regulations and deliverable timelines.
REQUIRED QUALIFICATIONS:
  • Active Secret security clearance
  • Demonstrated experience with the Joint Training System (JTS), ideally across Phases I-IV
  • Working knowledge of one or more of: Joint Training Database of Record, DRRS (Defense Readiness Reporting System), JLLIS, JELC (Joint Event Life Cycle)
  • Experience developing or supporting Mission Training Assessments (MTA), JMET development, Training Performance Assessments (TPA), and Joint Training Plans (JTP)
  • Ability to travel regularly within an assigned region (up to ~15 exercises/year, each 1-5 days; plus periodic JFHQ support visits)
PREFERRED QUALIFICATIONS:
  • Prior military, National Guard, or DoD training/readiness background
  • Experience serving as an Observer/Controller/Trainer (OC/T) or in a similar exercise-support role
