General Description: ABOUT THE JOB:
Under the supervision of the Chief of Innovation and Economic Opportunity, the Jobs Plus Director will lead all aspects of BHA's Boston Opportunity Hubs initiative — a $3.7 million, HUD-funded Jobs Plus program serving residents at the Ruth Barkley, Alice Taylor, and Franklin Field public housing developments.
The Jobs Plus Director is responsible for the day-to-day operations of the Boston Opportunity Hub job center at Ruth Barkley, supervision of Career and Financial Coaches (CFCs) and Community Coaches across all three sites, employer engagement and job development, administration of the Jobs Plus Rent Incentive, and all grant reporting to HUD. The Director will also coordinate with BHA's Charlestown Adult Education Center and the Mildred Hailey Boston Opportunity Hub for Workforce and Re-entry, expanding BHA's citywide network of economic opportunity programming. The primary office is located at the Ruth Barkley development in Boston's South End; the Director will initially spend one day per week at the Alice Taylor and Franklin Field satellite sites.
This position requires standard business hours, at least one evening per week and attendance at special events as needed. This is a full time in person position.

Duties & Responsibilities

• Directs all operations of the Boston Opportunity Hub job center at Ruth Barkley, serving as the program's primary leader and point of contact for residents, partners, and HUD
• Oversees program activities across Ruth Barkley, Alice Taylor, and Franklin Field sites, spending regular time at each satellite location; coordinates with Charlestown and Hailey Opportunity Hubs
• Supervises three Career and Financial Coaches (CFCs), contracted through ABCD/MassHire, stationed one per development, and three part-time Community Coaches
• Delivers leadership development and training to Community Coaches prior to program launch, building shared mission and capacity across all three sites
• Manages shuttle bus driver(s) and oversees resident transportation operations connecting the three sites and the Charlestown Adult Education Center and Mildred Hailey Adult Education Center
• Convenes and staffs the BHA Works Advisory Committee, comprised of BHA senior leadership, site managers, and external partners
• Serves as primary employer relationship manager: cultivates and maintains MOUs with local employers across health care, construction, hospitality, biotech, culinary, transit, and other key Boston sectors
• Organizes outreach to every eligible resident, job fairs, employer information sessions, and on-site hiring events at BHA developments; generates monthly employer success stories
• Develops and continuously improves a six-week job readiness curriculum aligned with current employer demand, covering resume assistance, interview skills, soft skills, career exploration, and financial coaching
• Ensures program operates as a MassHire Access Point within the ABCD/MassHire One Stop Career Center system, connecting residents to American Job Center services
• Oversees the development of Individual Training and Services Plans (ITSPs) for all program enrollees in coordination with CFCs
• Connects residents to appropriate program track: GED/education pathways (via the Charlestown Adult Education Center), job skills training for unemployed residents, or upskilling for currently employed residents
• Coordinates resident referrals to CORI expungement services (Greater Boston Legal Services), on-site childcare providers, driver's license program, transit passes, and other barrier-reduction supports
• Administers the Jobs Plus Rent Incentive for up to 680 enrolled households in coordination with the Chief of Financial Operations and Information Systems; monitors enrollment and expenditure through BHA's Elite system and a real-time Jobs Plus dashboard to be developed as part of the grant
• Educates residents about the rent incentive and coordinates transition of exiting participants to the Family Self-Sufficiency (FSS) program
• Manages all program data by tracking participant engagement, training completion, job placement, wage growth, and employment retention across all sites
• Prepares and submits quarterly outcome and financial reports to HUD; presents program dashboards to the Advisory Committee quarterly
• Monitors partner performance using internal tracking data and recruits new employer or training partners as service gaps are identified
• Coordinates with the Boston Tax Help Coalition to operate a free tax preparation site at the Ruth Barkley job center (also available to residents at the other sites)
• Performs other related duties as required

Minimum Qualifications & Experience

A Bachelor's degree in social work, public policy, urban planning, education, human services, or a related field is required. A Master's degree in a relevant field is preferred. A minimum of five (5) years of progressively responsible experience in workforce development, economic opportunity programming, or a closely related field is required. Demonstrated experience managing complex, multi-site programs with multiple staff and community partners is required. Experience with employer engagement, job development, or business services in a workforce setting is required. Strong data management and program reporting skills are required; familiarity with case management software is preferred. Excellent verbal and written communication skills across diverse stakeholders — including residents, employers, government agencies, and community organizations — are required. Knowledge of Boston's workforce development ecosystem, including MassHire, the Boston Private Industry Council (PIC), ABCD, and the Office of Workforce Development, is preferred. Familiarity with HUD Jobs Plus, FSS, Earned Income Disallowance (EID), or other HUD economic self-sufficiency programs is preferred. Experience with CORI mitigation, re-entry programming, or services for residents with barriers to employment is preferred. Knowledge of public housing and previous experience working with public housing residents is preferred. Bilingual proficiency in Spanish, Haitian Creole, or another language spoken in BHA communities is a plus.
