Barnstable Housing Authority (BHA) seeks an experienced and innovative Executive Director to lead and oversee its programs, properties and contracts with state, federal and local entities. The BHA owns and operates multiple housing units and manages vouchers and RAP projects, requiring strong leadership and fiscal acumen.

The Executive Director will oversee a portfolio including elderly and disabled housing, congregate facilities, numerous voucher programs and the Rental Acquisition Program,

Job description

The Barnstable Housing Authority (BHA) seeks an experienced and innovative Executive Director to lead and oversee its programs, properties and contracts with state, federal and local entities.

The BHA owns and operates a 68 unit federally funded building for elderly and younger disabled tenants, a 20 bedroom congregate facility, 136 Ch. 667 units, 52 Ch. 705 units (single family homes/condos), and 52 Ch. 689 units. The BHA manages a 9 unit property in Hyannis. We hold 15 VASH vouchers, 200 DIAL/NED special vouchers, and over 300 additional vouchers Enhanced, Fair Share, HCV, and project based. BHA administers 39 MRVP vouchers, 13 AHVP vouchers, and 31 DMH vouchers in various locations. BHA created a Rental Acquisition Program (RAP) and added 52 units to our portfolio; the RAP units are affordable, not subsidized.

The BHA has a well-established affordability monitoring program, consisting of 11 rental developments located Barnstable and Yarmouth MA.

Required Minimum Qualifications: Six years experience in public or private housing, community development, public administration, non-profit administration or a closely related field that demonstrates strong management and organizational skills. Evidence of effective leadership and private industry business skills will be evaluated on a case-by‑case basis. Strong management and organizational skills desired. At least three years supervisory experience of a staff of seven or more is required. Excellent written and verbal skills necessary to communicate with local officials, boards, residents, service providers, and funding agencies. Demonstrated record of creativity and innovation strongly desired. Must have experience working with people of various socio‑economic backgrounds.

Working knowledge of fiscal management, maintenance systems, personnel, and administrative management systems in public or private housing is desirable. A working knowledge of local, state, and federal government procedures and regulations as they relate to housing development, construction and the management of housing operations is desirable but not required, and may be substituted by high level business or other administrative experience.

While not required for hiring, certification as a property manager or similar classification by a nationally recognized housing or real estate organization or by certification as a MPHA of an EOHLC approved Massachusetts Public Administrator Certification Program is desirable or must be obtained within the first year of employment.

The annual starting salary ranges from $ 122,241 to $ 153,901 depending on experience, certifications, and in compliance with the EOHLC Executive Director Salary Schedule. The work week consists of 37.5 hours and a generous benefit package is included.
