Summary

IT Specialist (APPSW), JAVA Angular Full Stack Web Application Developer positions are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections will be processed as new appointments to the civil service. Veterans Preference and the "Rule of Many" do not apply.

Overview

Location: Woodlawn, MD (Telework eligible, employees required to be onsite 75% of duty time). Work schedule: Full-time with flextime and Alternative Work Schedule available. Appointment type: Permanent.

Occupational series: 2210 Information Technology Management (GS 13 – 15). Salary range: $121,785 – $197,200 per year.

Requirements

• Fingerprinting and background and/or security investigation may be required; job offers contingent on results.
• Selectees may be required to serve a 1‑year probationary period.
• Relocation expenses will not be paid.

Qualifications

Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate.

• Developing service‑oriented web applications and APIs in an agile environment using frameworks such as Angular or Spring Boot.
• Coordinating development efforts to ensure project completion and implementation or leading technical discussions for enterprise‑level IT projects.
• Developing object‑oriented software that interfaces with relational databases and leverages CI/CD technology.

GS‑14

• Advanced proficiency developing service‑oriented web applications and APIs in an agile environment using frameworks such as Angular or Spring Boot, languages such as Java, Node.js, APIs such as RESTful/SOAP, and platforms such as AWS/PaaS.
• Advanced proficiency developing object‑oriented software that interfaces with database technologies such as DB2, SQL, MongoDB, PostgreSQL, and leverages CI/CD technology.
• Advanced experience leading and coordinating development efforts or leading technical discussions for enterprise‑level IT projects.
• Hands‑on experience with collaborative development tools such as Git, Bitbucket, and Visual Studio.

GS‑15

• Expertly developing service‑oriented web applications and APIs in an agile environment using advanced frameworks such as Angular and Spring Boot, programming languages including Java and Node.js, and platforms like AWS/PaaS.
• Advanced proficiency in designing and implementing object‑oriented software solutions interfacing with databases such as DB2, SQL, MongoDB, and PostgreSQL, and leveraging CI/CD technologies.
• Leading and coordinating complex development efforts for enterprise‑level IT projects at an expert level.
• Collaborating with cross‑functional teams to define, design, and deliver new features; participated in code reviews; and communicated complex technical concepts to executives and team members.
• Integrating COTS solutions into robust, API‑driven architectures for real‑time system connectivity; expertly resolving production issues; applying advanced scaled agile practices and real‑time data processing skills.
