Overview

Be part of the nation’s only repository for the disposal of nuclear waste known as Transuranic (TRU) waste. Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is seeking a qualified individual to serve as a Regulatory Reporting and Implementation Verification Review (IVR) Programs Coordinator (Contractor Assurance Specialist/Staff Specialist) in Carlsbad, New Mexico.

Responsibilities

As the Regulatory Reporting and IVR Programs Coordinator, the successful candidate will fill a key role in the Contractor Assurance Department, a dynamic and agile team of approximately 20 professionals who enable the success of the WIPP mission. The role reports to the Regulatory Assurance Manager within the Regulatory Assurance team and includes the following responsibilities:

• Management of Department of Energy (DOE) Directives listed in the M&O contract
• Price-Anderson Amendments Act (PAAA) Noncompliance Tracking System (NTS) reporting
• Occurrence Reporting and Processing System (ORPS) reporting
• Coordination of external oversight activities by DOE Office of Enterprise Assessments and Defense Nuclear Facilities Safety Board entities
• Safety Basis IVRs
• Coordination of 10 CFR 851 enforcement activities
• Program assessments
• ORPS coordination – Assist the Nuclear Facility Operations Department in identifying, categorizing, and reporting operational events and conditions using ORPS in accordance with DOE Order 232.2; ensure timely notification and corrective action tracking.
• Enforcement coordination – Facilitate identification, screening, and reporting of potential nuclear and radiological safety non‑compliances under the PAAA utilizing the NTS; collaborate with facility management to draft and track corrective actions and serve as primary liaison with the DOE Office of Enforcement.
• IVR coordination – Coordinate and lead independent IVRs to confirm new or revised safety basis controls and Technical Safety Requirements are fully integrated into procedures, physical systems, and training; develop formal IVR plans, checklists, and report results.
• Provide process workflow subject‑matter expertise
• Interface with senior management and line organization representatives
• Track and report status
• Provide feedback and coaching on Regulatory Assurance processes
• Monitor and analyze program performance
• Identify and implement improvement actions
• Develop and maintain procedures
• Develop and deliver training
• Utilize supporting software toolsets

With experience, the coordinator may be assigned additional responsibilities such as incident investigator, cause analyst, or backup coordinator for other Regulatory Assurance processes.

Minimum Requirements

• Master’s degree with eight (8) years of relevant experience, or
• Bachelor’s degree with ten (10) years of relevant experience, or
• Associate’s degree with fourteen (14) years of relevant experience, or
• High School Diploma or Equivalency with eighteen (18) years of relevant experience
• Demonstrated problem‑solving and analytical skills
• Demonstrated verbal and written communication skills
• Proficiency with standard business software (Microsoft Excel, PowerPoint, Word, Adobe Acrobat)
• Must be 18 years of age
• Authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future
• Able to obtain a Department of Energy badge for access to the WIPP Site (teleworking candidates must still comply with security requirements)
• Non‑U.S. citizens from countries identified by the DOE as posing heightened security concerns are subject to additional security requirements limiting site access

Relevant experience may include, but is not limited to, technical, professional, or administrative positions in contractor or quality assurance, commercial or government nuclear or radiological, high‑hazard industry/facility (e.g., mining, power generation/transmission, oil/gas, chemical processing), or highly regulated or proceduralized fields (e.g., medical, environmental, food processing, legal).

Preferred Requirements

• Nuclear or high‑hazard facility experience in operations, engineering, or nuclear safety
• Experience with Contractor Assurance related programs/processes
• Experience training, coaching, or mentoring
• Familiarity with DOE Directives, Standards, and Guides
• Familiarity with applicable regulations and industry standards
• Familiarity with the Waste Isolation Pilot Plant programs, processes, and facility systems
