Job summary

Job description

Overview

Be part of the nation’s only repository for the disposal of nuclear waste known as Transuranic (TRU) waste. Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Strategic Planning / Cost Estimator and join our team located in Carlsbad, New Mexico.

Responsibilities

Drive daily strategic planning operations including estimating efforts and project coordination with internal and external stakeholders. Prioritize and communicate work product needs as well as new initiatives supporting WIPP infrastructure projects, engineering, regulatory, and business initiatives. Communicate fiscal year priorities, estimating schedules, and other strategic information with the WIPP organization, M&O Senior Management, and Customer Management.

Provide prioritization of estimating and strategic planning tasks in support of the WIPP organization. Prioritization will be in alignment with the Integrated Priority List (IPL) and management direction. In addition, this role will require knowledge, skills, and ability to develop estimates by reading, understanding, and interpretation of Scopes Of Work (SOW’s) in an efficient manner that will be used in procurement of projects, goods, and services. Communication will be provided on all levels and through various media and methods to ensure the WIPP management team has access to the latest Strategic Planning information.

Essential Functions
  • Manage and prioritize workflow for estimating needs from the WIPP organization
  • Periodic cost estimate development
  • Quality verification and peer review for all estimates including evaluation of scoping documents
  • Attend scoping meetings and pre-bid walkdowns
  • Assist with development of Scope Of Work (SOW)
  • Develop working relationship with departments such as Quality Assurance, Engineering, Environmental Safety & Health, Information Technology, and Training enabling open discussion and mutual trust.
  • Interface with planning and scheduling, cost analysts, CAMs, PM and project teams including engineering and construction
  • Generate and update contract deliverables including strategic planning contract deliverables: Fiscal Year Work Plan, Long-Range Plan, and Five-Year Site Plan
  • Manage and maintain the Integrated Priority List (IPL) as requested
Minimum Requirements
  • Bachelor’s degree with six (6) years of experience, or
  • Associate’s degree with ten (10) years of experience, or
  • High School Diploma or Equivalency with fourteen (14) years of experience is required.

  • Ability to work independently, pro‑actively and with others as a team
  • Must be 18 years of age.
  • Must be authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future.
  • Must be able to obtain a Department of Energy badge for access to the WIPP Site (even if teleworking, must still be able to comply with security requirements to obtain a badge).
  • Non‑U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.
Preferred Requirements
  • Background in construction and field project management and / or engineering (Civil/Structural)
  • Individuals with cost estimating experience
  • Individuals with Earned Value Management (EVM) experience

Exempt grade level(s) 32-34. Salary range: $96,789 to $172,368 per year – the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
