Job summary

The Department of Technology Management and Budget (State of Michigan) seeks an Expert IT Specialist Business Analyst to support the MDHHS Office of Child Support. You will conduct business needs analysis, elicit requirements, evaluate solutions, map current and future processes, and support implementation and release management.

You will collaborate with Child Support and DTMB executives, guiding priorities and cross-agency impact analysis, translating business needs into technical requirements

Qualifications

Job description

Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.

As an Expert IT Specialist Business Analyst (ITS-BA) supporting the MDHHS Office of Child Support, the employee performs a complete range of assignments supporting the technical needs of both internal and agency partner business areas including, but not limited to business needs analysis, requirements elicitation, solution evaluation, solution impact analysis, as is and future state process mapping, gap analysis, work definition and estimation, implementation support, and release management and maintenance support.

In the role of ITS-BA for Child Support, the employee develops and maintains working knowledge of the Child Support agency partner business needs, priorities, supporting IT systems, and data management so their role as the liaison with DTMB and other partners can provide analysis considering the needs of Child Support, as well as to provide guidance related to competing priorities and cross-agency impacts. The ITS-BA will develop relationships with Child Support agency partner executive management and program leads, often participating in strategic discussions to assist with analysis and impact topics for consideration.

DTMB does not participate in STEM-OPT.

ITS 15 -- Position Description

This position may be eligible for a sign-on bonus of up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Position Location/Remote Office

The office location is Lansing, MI. The State of Michigan is not able to offer employment to out-of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.

Education

Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Information Technology Specialist 15
Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

OR

At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
