Job summary

State of Michigan in Lansing seeks an IT Manager to lead the Digital Accessibility team within the DTMB's Center for Shared Solutions. You will oversee DSAT testing of SOM applications to ensure adherence to Digital Standards for Websites and Applications, including accessibility and branding.

The role requires directing staff, setting priorities, and providing technical guidance while working across departments to deliver user-friendly solutions.

Qualifications

• Bachelor's degree in IT or related field.
• Minimum three years of professional IT experience equivalent to IT Infrastructure/Programmer/Analyst or IT Project Coordinator at P11; or one year at P12.
• Experience in supervising IT projects and teams.
• Knowledge of WCAG and digital accessibility standards.

About DTMB

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

About this position

This position will function as the manager of the Digital Accessibility team within the Department of Technology, Management - Budget - Center for Shared Solutions - eMichigan Bureau - Digital Transformation and Emerging Technologies Division. This role will oversee the team responsible for conducting Digital Standards Application Testing (DSAT) of all State of Michigan (SOM) applications against the SOM Digital Standards for Websites and Applications, which specify standards for digital accessibility, branding, and other technical requirements.

The manager is responsible for providing direction and control of functions and activities in the work area, including establishing priorities and allocating staff.

The supervisory functions that this position manages include employee evaluation, counseling, selection, provision of technical and policy guidance and training of employees. This position requires the ability to work effectively in a cross-department, team atmosphere with an emphasis on customer service.

Knowledge, Skills & Abilities

• Experience working with digital accessibility and Web Content Accessibility Guidelines (WCAG)
• Knowledge of principles and techniques of management, supervision, communication, and organization
• Knowledge of system development methods used for the development of new systems and enhancements to existing information systems
• Ability to instruct, direct, evaluate employees and communicate with others, both verbally and in writing
• Ability to maintain control of the environment in high pressure situations

Position Location

This position is located in Lansing, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Education

Possession of a bachelor's degree with not less than 21 semester (32 term) credits in one or acombination of the following: computer science, data processing, computer information systems, datacommunications, networking, systems analysis, computer programming, information assurance, ITproject management or mathematics.

Experience

Three years of professional experience equivalent to an Information Technology Infrastructure,Programmer/Analyst or IT Project Coordinator P11 or one year equivalent to an Information TechnologyInfrastructure, Programmer/Analyst or IT Project Coordinator 12.Three years of experience as a computer programming supervisor or Information Technology Supervisor may be substituted for the education and experience.

This position may be eligible for a sign-on bonus up to $3,500. Up to $1,750 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.
