Job summary

The State of Michigan is seeking a senior Information Technology Programmer/Analyst to design, develop, test, deploy, and support Lottery applications using .NET and related web technologies. This role also acts as a technical lead, providing direction, code reviews, and mentoring to the development team.

Location is Lansing, MI with a hybrid work arrangement requiring two on-site days and three remote days per week.

Qualifications

• Bachelor's degree with 21 semester credits in CS/IT or math-related fields.
• Two years of professional experience equivalent to IT Infrastructure/Programmer/Analyst P11.
• Substitution: Associate degree with 16 credits and two years of applicable IT experience; or high school + four years' experience.

Responsibilities

• Provide architecture, design, development, testing, deployment, and production support for Lottery applications.

About DTMB:

The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

About the position:

This position functions as a senior-level application developer for Lottery’s .NET and related web technologies. This position is required to perform a complete range of information system analyst assignments including but not limited to architecture and design, development, testing, deployment and production support for Lottery’s complex applications.

This position also serves as a technical lead and architect for the Lottery development team, providing technical direction, code review, mentoring and technical consulting to develop solutions that coincide with Lottery’s business processes and strategic plan.

Position Location:

This position is located in Lansing, MI. The State of Michigan is not able to offer employment to out of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.

SIGNING BONUS:

This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Education

Information Technology Programmer/Analyst P11/12

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Information Technology Programmer/Analyst 12

Two years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11.

Information Technology Programmer/Analyst P11-12

Possession of an associate’s degree with 16 semester (24 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis,computer programming, project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4160hours) of experience as an Information Technology Student Assistant, may be substituted for the education requirement.

OR

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

Special Requirements, Licenses, and Certifications

Certain positions may require certification in specific information technology programs.
