Job summary

The Division of Administration/Office of Technology Services (OTS) Information Security Operations and Architecture team is seeking an experienced professional to lead information security risk management across state IT projects. You will provide technical guidance, design and implement security controls, and coordinate audit remediation efforts while aligning with business needs and risk tolerance.

Qualifications

  • Five years of experience in information technology or administrative services; OR
  • Six years of full-time work experience in any field plus three years in information technology or administrative services; OR
  • An associate's degree in information technology plus three years in IT or admin services; OR
  • A bachelor's degree plus three years in IT or admin services; OR
  • A bachelor's degree with 24 sem hrs in IT/CS/engineering/math or analytics plus two years in IT/admin services; OR
  • A master's degree plus two years in IT/admin services.

Responsibilities

  • Lead information security risk management services with technical analysis, evaluation, mitigation, and solution design recommendations.
  • Provide guidance for information security activities including access controls, endpoint configuration, network monitoring, vulnerability management, and user training.
  • Lead design, implementation, documentation, and validation of security solutions protecting critical resources and data.
  • Conduct periodic reviews to ensure integrity, confidentiality, and availability of State information and services.
  • Coordinate remediation for audits and escalations from Statewide InfoSec personnel.
  • Prepare reports and updates for management and stakeholders.
  • Stay current with industry best practices through training and conferences.

The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Strategy, Planning & Administration Section. This job title has an assigned pay grade of TS-314. Req.224734

The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff.

This position is within the Office of Technology Services (OTS) Information Security Operations and Architecture team. The incumbent provides technical guidance, recommendations, and consulting with various operational OTS service areas on matters related to information security. Receiving direction and priority from the Director of Information Security Architecture and Operations, this role works alongside the State's Information Security Team to design, develop, and implement enterprise security technologies that balance risk with business needs. This position is primarily dedicated to identifying and reducing risk to an acceptable level while ensuring the security controls provided support and enable the operational needs of the State.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Qualifications and Experience
  • Five years of experience in information technology or administrative services; OR
  • Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR
  • An associate's degree in information technology plus three years of experience in information technology or administrative services; OR
  • A bachelor's degree plus three years of experience in information technology or administrative services; OR
  • A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR
  • A master's degree plus two years of experience in information technology or administrative services.
Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties
  • Lead information security risk management services by conducting technical analysis, evaluation, mitigation, and solution design recommendations for projects and initiatives.
  • Provide guidance and direction for information security activities including, but not limited to, enterprise or agency application access controls, endpoint configuration, network monitoring, vulnerability management, system event monitoring, and user training.
  • Lead technical design, implementation, documentation, and validation of security solutions created to safeguard critical and confidential resources, networks, computer systems, and data elements.
  • Lead periodic reviews and assessments to ensure the integrity, confidentiality, and availability of the State's information and services are maintained.
  • Handle all highly complex escalations from other lower-level IT Statewide InfoSec personnel.
  • Lead Information Security Team engineer members for readiness, providing support, and coordinating remediation efforts for all audits related to assigned regulatory areas.
  • Recommend solutions, provide guidance, coordinate resources, produce documentation, communicate and execute action plans to address all audit findings in a timely and agreed-upon manner.
  • Produce clear and concise reports and updates to management as needed.
  • Attend classes, seminars, webinars, and professional conferences to maintain or improve Information Security knowledge and skills, while also staying abreast of industry best practices for risk management techniques and methods.
  • Research, review, and evaluate related technologies, processes, and approaches to identify opportunities to enhance existing information security services.
  • Perform all other tasks, special projects, analysis, studies, and plans as directed by OTS Leadership.
