The State of Arizona - AZDES - DTS is seeking a Procurement Analyst (IT Strategy, Software & SaaS Focus) to manage software, SaaS, and related IT acquisitions.

Location: Hybrid (On-site training 3-4 weeks; 4 days/week remote)
Minimum 3 years of Experience IT software Procurement
Oversee the agency’s software and SaaS portfolio, ensuring cost-efficiency, compliance, and optimized license utilization.
Lead end-to-end software acquisitions, renewals, license optimization initiatives, and vendor negotiations.
Collaborate closely with IT, Legal, Finance, and InfoSec to ensure alignment with security, financial, and operational requirements.
Manage software vendor relationships, contract terms, renewals, and performance expectations.
Ensure seamless SaaS operations through proactive contract management, lifecycle oversight, and risk mitigation.
Ensure IT products and services are procured in the best interest of the state, supporting agency-wide technology needs.
Lead procurement activities for IT goods and services, including Software, SaaS, Hardware (desktop and data center), Cloud Infrastructure, Telecommunications, Advisory Services, Managed Services, and emerging technologies.
Evaluate IT vendors and contracts through RFQs, RFPs, RFIs, and other competitive solicitation methods.
Conduct project-based research, vendor analysis, cost assessments, and service evaluations to develop informed supplier recommendations.
Support business units in assessing goods and services, providing negotiation support and procurement guidance.
Manage financial and procurement functions related to IT acquisitions under general supervision, operating independently on difficult (but not typically complex) procurements.
Apply advanced knowledge of IT products, statewide procurement rules, financial principles, and contract structures to procure new and existing IT solutions.
Influence stakeholders by explaining procurement policies, requirements, and best practices.
