Job summary

Expert Technology Services seeks a Procurement Specialist to coordinate and manage procurement solicitations, write and evaluate bids, and support department needs in a government-oriented setting. You will develop technical specifications with end users and administer contracts throughout their lifecycle.

You will lead evaluation committees, review vendor responses, and present award recommendations while ensuring compliance with procurement codes.

Qualifications

  • Bachelor's degree in Business or related field required.
  • Minimum 2 years of procurement-related experience.
  • Proficiency in Microsoft Word and Google Workspace.
  • Preferred: Experience with government agencies.

Job description

Job Summary (Procurement Specialist Business Operations)
  • Coordinate and manage procurement solicitations, including writing, advertising, and evaluating bids to support department needs.
  • Develop technical and complex procurement specifications in collaboration with end users.
  • Prepare, manage, and administer solicitation documents and facilitate public solicitation openings.
  • Lead evaluation committee meetings and review vendor responses, including clarifications, presentations, and Best and Final Offers (BAFOs).
  • Prepare and present award recommendations, ensuring all necessary documentation is secured.
  • Provide purchasing services (e.g., obtaining quotes, reviewing requests, making purchase recommendations) within delegated authority.
  • Track and follow up on orders to ensure timely receipt of goods and services.
  • Research, compare, and recommend products, services, and vendors based on price, quality, and availability.
  • Administer contracts throughout their lifecycle, including processing amendments, extensions, and price changes.
  • Conduct post-award meetings, monitor contract compliance, and resolve conflicts or performance issues.
  • Review, update, and maintain contract files and tracking databases.
  • Train and support agency personnel on procurement procedures, documentation, and contract usage.
  • Ensure compliance with Arizona Procurement Code and department guidelines; identify and recommend solutions for compliance issues.
  • Serve as subject matter expert for procurement code, contracts, and assigned commodities/services.
  • Investigate and resolve vendor performance issues, issuing noncompliance notices as needed.
  • Perform additional related duties as assigned.
Work Environment & Requirements
  • Hybrid schedule: on-site in Phoenix, AZ every Thursday; remote work on other days (must use personal computer for remote work).
  • Local candidates only; must be available for in-person interviews and able to start within two weeks of offer.
  • Background check, drug screening, and security clearance required.
  • No agency laptop provided; on-site workstations available.
  • No travel required.
Qualifications
