IT Project Specialist - 95710

The New York City Mayor’s Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. The administration is leading the fight to make the city more affordable, reduce inequality, improve public safety, ensure delivery of efficient and effective services, and strengthen New York City’s economy. The Team You’ll Work With

The Mayor’s Office of Environmental Coordination (MOEC) oversees New York City’s environmental review process as mandated by the State Environmental Quality Review Act (SEQRA). MOEC reviews environmental analyses conducted pursuant to the City Environmental Quality Review (CEQR) framework for projects that the Office of the Mayor leads, including those sponsored by the New York City Economic Development Corporation. CEQR is the process by which New York City agencies determine the environmental impacts of discretionary actions. MOEC serves as the database repository for all CEQR analysis documents, maintains the CEQR Technical Manual, and acts as the City’s liaison to State and Federal agencies on environmental matters. It also advises the Mayor on environmental policy and oversees the City’s Capital Green Building Laws (GBL).

The Problems You’ll Solve

The Business Analyst will support the development and implementation of a new database that assists City agencies in efficiently managing environmental review processes and records. The role involves functional and non‑functional requirements analysis using data flow modeling, workflow analysis, and functional decomposition; reviewing current system workflows; revising requirement documentation; writing specifications; coordinating quality assurance; and collaborating with IT teams, project staff, and vendors. The Analyst will also manage support queues, ticketing workflows, and use Power BI to transform system data into actionable insights and streamline user onboarding.

About You
  • You are a Business Analyst with at least three years of experience, including managing and leading QA activities on a project, database analysis and validation, familiarity with SQL, and a strong working knowledge of the software development life cycle (SDLC), Agile/Iterative project management, user/system/functional requirements development, and user acceptance testing.
  • You work independently and are a team‑oriented professional.
  • You will communicate and collaborate with many City agencies to support the new database and ensure efficient environmental review process management.
  • Your communication and writing skills will support user interviews, training, workshops, and written analysis documentation.
  • You will evaluate information from multiple sources, decompose high‑level information into details, and distinguish user requests from true needs, working with project management staff to raise and resolve issues, set deadlines, and mitigate risks.
  • You will manage daily system operations and ticketing workflows, oversee the full user‑onboarding lifecycle, and provide expert troubleshooting for technical escalations.
Minimum Qualifications
  • A baccalaureate degree from an accredited college in computer science, engineering, human‑computer interaction, interactive media, digital and graphics design, data visualization, communication, or a related field, plus four years of satisfactory full‑time experience related to the required area(s) and a specialization in a relevant technology, process, methodology, and/or domain.
  • An associate degree in the same fields plus six years of satisfactory full‑time experience related to the required area(s) and a specialization in a relevant technology, process, methodology, and/or domain.
  • A baccalaureate degree plus eight years of satisfactory full‑time experience related to the required area(s) and a specialization in a relevant technology, process, methodology, and/or domain.
  • Education and/or experience equivalent to one, two, or three of the above paths.
Preferred Skills
  • Bachelor’s in Information Systems, Information Technology, Data Analytics / Business Analytics, or Computer Science (focus on analytics and business processes).
  • 3+ years of experience as an IT Business Analyst.
  • 3+ years of proven experience managing and leading QA activities on a project.
  • 3+ years of experience in database analysis and validation, familiarity with SQL and Power BI.
  • Strong working knowledge of SDLC, Agile/Iterative project management, user/system/functional requirements development, and user acceptance testing.
  • 3+ years of experience in test script execution and defect reporting.
  • Experience in UX design, cloud computing, conflict resolution, negotiation skills, and exposure to Scrum methodologies.
  • Experience in data clean‑up and conversion, migration of legacy applications and data to new platforms.
  • Extensive experience in functional, regression, system integration (SIT), UAT, GUI, security, and performance/stress testing, data‑validation, browser, and operating system compatibility testing.
  • Proficiency in Microsoft Dynamics CRM/PowerApps.
