Job summary

The NYC Financial Information Services Agency - Office of Payroll Administration (FISA-OPA) has an opening for a NYCAPS Business Analyst. The role focuses on data and application analysis, documenting business processes, and collaborating with Business, Development, and Testing teams.

Responsibilities include creating functional design documents, interfacing with the Department of Education, and coordinating user acceptance testing. A strong foundation in SQL and PeopleSoft is preferred.

Qualifications

• Bachelor-level degree in a relevant field and 4 years of related full-time experience, or
• Associate degree and 6 years of related experience, or
• Bachelor’s with 8 years of related experience; or equivalent combination.

Responsibilities

• Create functional design documents with multiple teams.
• Serve as liaison between NYC agencies and the Department of Education.
• Develop interfaces/reports between PeopleSoft and other systems.
• Reconcile data across systems and review specs with technical staff.
• Participate in system testing and user acceptance activities.
• Observe simulations to ensure modifications don’t disrupt processes.

Job description

The NYC Financial Information Services Agency - Office of Payroll Administration (FISA-OPA) has a vacancy for a NYCAPS Business Analyst. The NYCAPS Business Analyst will be responsible for data/application analysis. Tasks will include collaborating with the Business, Development, and Testing teams learning and documenting business processes.

Primary Responsibilities

• Work with the multiple teams and help in creation of functional design documents.
• Serve as a liaison between the Department of Education and other City of New York agencies.
• Work on interfaces/reports between PeopleSoft and the other systems.
• Work on reconciling data between multiple systems.
• Review functional specifications with technical staff during transition to technical design.
• Work with the Testing team during systems testing phase.
• Run simulations of the business event processing to ensure that software modifications have not introduced errors into the processes.
• Coordinate user acceptance test activities with business users.

Preferred Qualifications

• Good knowledge and ability to write SQL.
• Basic programming knowledge on any language e.g. C/C++/Java/PeopleCode/SQR.
• Good understanding of systems development lifecycle methodologies.
• Good communications skills (oral and written), interpersonal, and organizational skills are required.
• Ability to learn and understand new applications.
• Working knowledge in Microsoft Office suite (Word, Excel, PowerPoint, and Access).
• Detail-oriented with the ability to follow directions.
• Ability to learn, write, update and edit existing documentation.
• Ability to work independently, manage deadlines and keep track of ongoing assignments.
• Ability to work with a diverse team.
• Ability to interact and communicate with all levels of staff.
• Knowledge of PeopleSoft is an additional bonus.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
