Qualifications

• Located in and authorized to work in the United States; W-2 only.
• Must pass a national criminal background check and sign client terms.

Responsibilities

• Create and maintain the project schedule in the EPMO-prescribed tool (activities, dependencies, milestones, resources, percent complete).
• Deliver weekly project status reports in the state's project management tool.
• Create and maintain risks and issues, recommend responses, and run monthly risk and issue reviews.
• Facilitate project meetings, including status, risk/issue review, backlog grooming, release planning and change review; publish agendas 24 hours before and minutes 24 hours after.
• Track project financials and enter actual expenditures in the EPMO tool monthly or as approved changes affect the budget.
• Manage change control with the EPMO portfolio manager and state governance committees, using the state's Change Request Form, and track changes in the project tool.
• Track all deliverables in a deliverable approval matrix and manage the implementation vendor's Deliverable Expectation Documents (DED) and Deliverable Acceptance Forms (DAF).
• Maintain the stakeholder register, decision log and action item log; engage sponsors and governance committees on policy decisions, scope, resources, budget and escalated issues.
• Facilitate project activities, including the state's procurement process.
• Produce deliverables required by state, agency and federal governance (for example CMS), following EPMO templates.
• Organize and archive project artifacts in the state document repository.
• Run lessons learned and produce the project closeout report.

Work Arrangement: Fully remote within the United States; full time, Monday to Friday, 7:45 AM to 4:30 PM Eastern Time (client working days only; no client holidays)

Position Summary

Dhaka Technologies Limited Company is hiring an IT Project Manager on behalf of the client, a state government health and human services agency. The agency is implementing a statewide electronic health record (EHR) and Medicaid billing solution for its Medicaid School-Based Services program, equipping school-based practitioners to document services and support Medicaid billing. The Project Manager works within the state's Enterprise Project Management Office (EPMO), follows its hybrid project lifecycle (Agile practices during implementation), and manages the project day to day alongside the state project team and the implementation vendor.

Key Responsibilities

• Create and maintain the project schedule in the EPMO-prescribed tool (activities, dependencies, milestones, resources, percent complete), updated weekly through closeout, and take part in weekly updates to the implementation vendor's master schedule.

Requirements

Required:

• Current PMP certification (copy of certificate required with submission).
• Willing to complete HIPAA training after selection and maintain it for the duration of the engagement (not required to apply).
• Experience managing IT implementation projects for state government, preferably health and human services or Medicaid programs.
• Experience managing an implementation vendor's schedule and deliverables, including deliverable review and acceptance.
• Experience with hybrid or Agile delivery, including backlog grooming and release planning.
• Proficiency with Azure DevOps and Microsoft Office (Word, Excel, Project, Visio) and Adobe PDF.
• Strong organization, document repository management, and written and verbal communication.
• Available full time, Monday to Friday, 7:45 AM to 4:30 PM Eastern Time.
• Located in and authorized to work in the United States; W-2 only (no C2C or 1099).
• Must pass a national criminal background check, sign the client's acceptable use and confidentiality terms, work only on client-provided systems through Azure Virtual Desktop, and not use AI meeting assistants in client meetings.

Preferred:

• EHR, electronic health record, Medicaid billing, MMIS or school-based health services implementation experience.
• Experience working within a state Enterprise Project Management Office and its templates and governance.
• Experience producing deliverables for CMS or other federal partner oversight.
