Job summary

Quantum Technologies LLC seeks an accomplished Project Manager to oversee 3–5 concurrent application development projects, including COTS and in‑house work, ensuring vendor delivery of upgrades, configurations, testing, and incident triage within SSDLC.

The role requires 84 months of PM experience, managing budgets and schedules in MS Project, defining scope, producing status reports and communication plans, and driving deliverables through governance gates with quality and regulatory compliance

Qualifications

• 84 months of experience as a Project Manager overseeing 3–5 concurrent development projects incl. COTS and in-house work with vendor upgrades, configurations, testing, and incident triage within SSDLC.
• Experience managing project budgets and schedules in MS Project and maintaining scope, status reports, and communication plans.
• Proven ability to manage projects using Waterfall, Agile, and Hybrid methodologies and present updates to ITS and client leadership.
• Experience writing and managing detailed project artifacts, including schedules and budgets, and delivering deliverables per scope and changes.
• Experience with project quality planning, QA, UAT, defect tracking, and governance, with focus on regulatory and ethical compliance for state agencies.

Responsibilities

• Lead multi-phased, high-visibility IT projects for state agencies and report to executives and managers.
• Develop and maintain project budgets, schedules, and communication plans throughout the lifecycle.
• Ensure SSDLC compliance, quality governance, testing, and defect management across projects.
• Present status updates and deliverables to ITS and client leadership and coordinate stakeholder communications.

Job description

• 84 months of experience as a Project Manager managing 3-5 simultaneous application development projects that include Commercial Off-the-Shelf (COTS) projects and/or in-house and ensuring vendor delivers implementation of version upgrades, installations, configurations, custom development, triage, troubleshooting incidents, and testing, with projects adhering to the Secure System Development Life Cycle development (SSDLC).
• 84 months of experience as a Project Manager managing project execution and control, including creating and maintaining the following: project budgets, project schedules in MS Project, project scope, status reports, communication plans, project management plan, quality standards throughout the project management lifecycle from initiation to closeout.
• 84 months of experience in developing and managing formal project schedules in a project tracking tool, such as Microsoft Project, including tracking progress and variances against baselines utilizing both Waterfall, Agile and Hybrid methodologies; using standard PM techniques (e.g., scrum sessions) to update project schedule; and presenting schedule/status updates to both ITS and client agency leaderships.
• 84 months of experience developing, writing, and managing detailed Scope Documents and required project artifacts (Project Schedule/Plan, and Project Budget; reviewing project deliverables and managing the deliverables acceptance process and using the project scope and deliverable management process to manage the project change request process.
• 84 months experience with project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT) defect and metrics management, and quality governance.
• 84 months of experience managing and leading multi-phased, high-visibility IT projects for State agencies. Regularly reported Executive staff, managers, and team members on project status and compliance, specializing in initiatives requiring strict adherence to ethical and legal mandates, and investigations into possible non-compliance.
