Qualifications
- Six years of application development experience with programming languages.
- Experience with IBM z/OS mainframe application development and support.
- Proficiency in COBOL, CICS, JCL, DB2, VSAM, ISPF and TSO.

This full-time contractual IT Programmer Analyst Lead position serves as a technical lead for the Maryland Medicaid Information System (MMIS) Recipient Team within the Maryland Department of Health's Office of Enterprise Technology. The role combines hands-on application development with team leadership, guiding programmer analysts in delivering solutions for Medicaid recipient eligibility and enrollment functions while supporting system enhancements, production support, and ongoing modernization efforts.
- Six years of experience in application development using generally accepted programming languages, including two years designing and developing systems and four years converting data through program c
- Experience with IBM z/OS mainframe application development and support
- Proficiency in COBOL, CICS, JCL, DB2, VSAM, ISPF and TSO
- Experience supporting Maryland MMIS or another state's MMIS
- Technical leadership and mentoring experience with programmer analysts
- Ability to provide 24-hour on-call support as needed
