Job summary

City of Dallas seeks an experienced Manager of Information Technology (ITS-Civil Service) to coordinate, plan, and oversee city-wide IT systems including payroll, public safety dispatch, and water billing. This role directs a 24/7 Data Processing Center, manages staff and budgets, and ensures timely delivery of IT solutions aligned with strategic goals.

The position requires strong governance, stakeholder communication, and ability to lead cross-functional teams while maintaining service

Qualifications

• Bachelor's degree in Computer Science, Information Technology or Business Field.
• 7 years of combined project management experience with 3+ years of supervisory/management experience.
• Equivalencies: alternatives accepted with appropriate years of experience.

Responsibilities

• Manages technical staff, supervisors, and contractors for IT work across city departments.
• Develops guidelines, procedures, budgets, and oversees scheduling and priorities.
• Directs changes to improve operations and ensures alignment with strategic goals.
• Oversees project status meetings with customers and evaluates plans and resources.
• Takes part in hiring, performance feedback, and payroll activities.
• Establishes short-, mid-, and long-term IT goals and schedules.
• Prepares management and productivity reports; oversees procurement and equipment.
• Acts as primary contact for IT projects and coordinates with stakeholders.
• Performs other duties as assigned.
